Background on 4Children
Coordinating Comprehensive Care for Children (4Children) is a five‐year USAID‐funded project implemented by a consortium of organizations led by Catholic Relief Services with partners IntraHealth, Maestral, Pact, Plan and Westat. 4Children is designed to improve health and wellbeing outcomes for orphans and vulnerable children (OVC) affected by HIV and AIDS and other adversities. 4Children’s work utilizes global evidence establishing that HIV and other adversities are best prevented and addressed when families and children have access to both high quality health and social welfare services.
In Haiti, 4Children implements the DREAMS approach to HIV prevention, helping girls lead Determined, Resilient, Empowered AIDS-free, Mentored, and Safe lives. The project supports systems and structures at country and regional levels to implement evidence-based interventions that protect against risk, interrupt cycles of vulnerability, and build pathways to resilience leading to an AIDS Free Generation and contributing to overall improvements in quality of life and productivity for vulnerable children and their families.

Objective of the position
The Youth Mobilization Specialist for 4Children is based out of Port-au-Prince and is responsible for providing high quality social mobilization technical inputs for developing and supporting 4Children’s approach to social norms change, the engagement of boys, and accountability to the girls and the communities we serve.
The youth mobilization specialist will serve as a resource person, advisor and technical lead for 4Children Haiti team members as they scale up a comprehensive package of DREAMS-like services to prevent HIV among the most vulnerable adolescent girls in high HIV prevalence areas. S/he will draw on evidence-based tools for community mobilization and norms change including harmful gender norms; and reducing gender-based violence and HIV vulnerability in the context of orphans and vulnerable children and households.
Specific duties
Provide leadership and technical assistance to ensure community mobilization and gender norms change.
Provide support to the team to ensure high quality ongoing support for 4C mentors and mentor supervisors
Ensure that the quality of the DREAMS Hub services, and referral services, are strengthened by feedback from the participating girls.
Adapt youth mobilization approaches and tools as necessary for the different age groups of girls targeted by the project (age 10-14 and 15-19).
Develop and support an approach to engaging adolescent boys in 4Children social asset strengthening, HIV and violence prevention education, and social norms change programming.
Increase 4Children’s accountability to the communities where we work by organizing occasional “Open House Days” for community members, including a parents and caregivers to learn about the program.
Gather and share evidence and tools for youth mobilization in the context of the 4Children programming in Haiti, while also contributing to the evidence library for the overall 4Children Consortium
Gather, analyze and apply data to ensure quality of community mobilization and gender norms change integrated HIV activities, with an emphasis on adolescent girls
Document and share best and promising programming practices for youth mobilization including gender transformative programming
Contribute to the workplan, strategies, reporting and other project related documents
Provide technical support to other 4Children technical and management staff to ensure that all program aspects apply community mobilization and gender norms approaches within their technical areas, and promote coordinated action

Qualifications Requises
Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives :
• Bachelor Plus 5 of Social Sciences
• Knowledge and experience of OVC and youth programming in Haiti with a focus on community mobilization and social norms change
• 3 years minimum in a similar position;
• Experience working with community groups including youth and adolescents
• Proven track record in working on programs that tackle gender norms.
• Proven facilitation and training experience.
• Experience working with USAID, PEPFAR preferred
• Excellent communication and facilitation skills
• Team player, ability to work well with diverse stakeholders and colleagues.
• Excellent English and French oral and written communication skills ;
• High level of computer proficiency
