Introduction

JSI Research & Training Institute, Inc. (JSI) is recruiting for a RBF M&E Advisor to work with the
USAID- funded Advancing Partners & Communities Project (APC). The project advances and
supports community programs that seek to improve the overall health of communities and
achieve other health-related impacts, especially in relationship to family planning.
USAID Haiti is supporting the Ministry of Public Health and Population (MSPP) in the
implementation of a Results Based Finance System (RBF) in accordance with the National
Health Policy. The intent is to improve the use of health financing resources to improve health
system performance and accountability. The RBF is expected to improve the quality and equity
of health services, particularly MCH; improve working conditions for health staff, encouraging
motivation, retention, and willingness to work in remote areas reaching the most underserved;
increase the communities’ voice and governance in the delivery of health services at the
community level. APC has been requested by USAID to provide technical assistance to the
MSPP for the technical and financial implementation of the RBF scheme. This support is to be
provided in close coordination and collaboration with the World Bank.
The RBF M&E Advisor position is based in Port-au- Prince, with travel to RBF sites as needed.
This position will report to the RBF Senior Advisor.


Fonctions

Responsibilities
In close coordination with the World Bank, the RBF M&E Advisor will support the MSPP Unité
de Contractualisation, and the RBF Technical Working Group (TWG) in its efforts to implement
the results-based financing approach in the health Sector. Specifically, s/he will:
1. Provide support to the UC for monitoring the performance of the RBF sites through data
review, analysis, and interpretation.
2. Participate in monitoring visits, as needed, to follow up on issues identified by
implementing partners and Verification Results and Services (VRS) agencies, discuss
any corrective measures, and identify solutions to implementation challenges.
3. Support the implementation and revisions of the RBF tools (verification tools, manual,
etc.) as needed.
4. Support the UC to conduct RBF TWG quarterly meetings, including sharing key results
from data analysis, preparing updates on RBF status in each department, and other
follow-up as needed.
5. Assist in the preparation of technical reports and presentations to document RBF
achievements, challenges and recommendations.
6. Contribute to strengthening the capacity of MSPP staff at all levels to implement the
RBF strategy, in collaboration with the Unité de Contractualisation and other
departments within the MSPP.

7. Assist the APC RBF Senior Advisor in coordinating, implementing and monitoring
APC’s RBF workplan.
8. Participate in drafting progress reports and other deliverables for the APC/Haiti project.
9. Provide any other needed support as jointly determined by APC and the UC.


Qualifications Requises

1. An advanced degree in research methods, statistics, biostatistics, quantitative/qualitative
data analysis, public health, social/behavioral sciences, or other relevant health
discipline;
2. Minimum of 5 years working on M&E in the field of public health, HIV/AIDS, maternal
and child health, family planning, and other infectious disease programs;
3. Excellent knowledge of data collection protocols for quality data collection and data
verification;
4. Familiarity with USG administrative, management and reporting procedures and
systems;
5. Strong oral and written communication and presentations skills in French (required) and
English (preferred);
6. Ability to work both independently, and as part of a team;
7. Ability to work under pressure with tight deadlines;
8. Ability and willingness to travel in-country; and
9. Knowledge of monitoring results-based financing programs preferred.
