Introduction

USAID launched the Local Enterprise and Value Chain Enhancement (LEVE) project to
increase food and economic security. Implemented by RTI International, LEVE is
designed to create jobs in target industries/sectors in the Port-au- Prince, Saint Marc,
and Cap Haitian development corridors by creating more inclusive and productive value
chains which will contribute to broad-based economic growth, and increase
employment in Haiti.
RTI International is seeking a Monitoring and Evaluations Manager and/or Coordinator
(depending on level of experience) for the LEVE project in Haiti. The M&E
Manager/Coordinator will be responsible for supporting the development and
management of the project’s M&E processes by routinely and systematically collecting,
analyzing and presenting performance data to stakeholders.


Fonctions

Primary Responsibilities:
 Implements the project’s M&E systems, including relevant performance indicators,
baselines, and annual targets and ensures compliance to USAID requirements.
 Leads collection, analysis and reporting on performance indicators by other team
members and project counterparts.
 Aggregates, analyzes and presents program data for project staff and USAID.
 Supports the interpretation of M&E findings for project planning, decision-making,
course correction and communication of successes as part of UAID’s collaborating,
learning and adapting (CLA) approach.
 Supports project data quality improvement activities driven by strategic information.
 Supports preparation of quarterly and annual progress reports on the status of
project implementation.
 Contributes to other project deliverables such as annual work plans (if needed).

Qualifications Requises

Required Skills and Qualifications
RTI is recruiting for one position, however the position title/classification will be
determined based on the final selected candidate’s skills and qualifications. Please see
the qualification below:
Manager Qualification
• Bachelor’s degree in economics, international development, business or related
field.
• At least 10 years experience in design, monitoring, evaluation and knowledge
management, including data capture
• Knowledge of U.S. government and other donor rules and regulations.
• Demonstrated ability to manage high volume work flow through marshalling human
resources and technology
• Excellent written and verbal communication skills and proficiency in Excel and other
data management systems
• Fluency, both written and spoken, in English, French and Haitian Creole.

Coordinator Qualification
• Bachelor’s degree in social sciences, economics, international development,
evaluation research, statistics, or a related field.
• 3 years of experience in designing, managing and implementing results-based M&E
activities, preferably on large-scale USAID programs in Haiti.
• Knowledge of U.S. government and other donor rules and regulations.
• Demonstrated ability to manage high volume work flow through marshalling human
resources and technology
• Excellent written and verbal communication skills and proficiency in Excel and other
data management systems
• Fluency, both written and spoken, in English, French and Haitian Creole.
