The USAID Project Management Specialist (Supply Chain) serves as COR/AOR for one or more Health Systems Strengthening (HSS) programs/projects/activities, implemented through contracts, cooperative agreements, or grants. The work includes providing technical recommendations on strategic approaches and management of USG investments in the evolving Haitian supply chain system, and providing technical assistance to the Government of Haiti’s (GoH) Ministry of Health (MoH) to reinforce the GoH’s capacity to manage and strengthen the national supply chain system. The Specialist coordinates with CORs/AORs managing HIV/AIDS, reproductive health, family planning, nutrition, cholera, water and sanitation and other activities with a commodities support component; provides for needs forecasting and procurement planning; and, coordinates with other donors, NGOs, and other relevant stakeholders.


Qualifications Requises

Education: The work requires a University Degree, or the local equivalent, in a field related to Logistics Management, Supply Chain Management, Business Management, or Business Administration.

Experience: A minimum of five years of progressively responsible, professional-level experience in management of commodity and/or logistics programs in support of public health programs, with specific experience in HIV-related drugs, commodities, or equipment. Two years of this experience should be in public health or development-related work, with demonstrated experience in the analysis and interpretation of large amounts of data.

Language Proficiency: Level IV (fluent) English and French language proficiency, spoken and written, as well as spoken Haitian Creole, is required.

Job Knowledge: The Specialist must have in-depth professional-level knowledge of commodity and/or logistics management, including knowledge of , or the ability to quickly gain knowledge of, USG/FDA drug purchase and source and origin regulations, in order to advise on choices of manufactures and/or substitutions for desired therapeutic regimen.

Skills and Abilities: The ability to plan, organize, and manage commodity management programs/projects/activities is required. The Specialist must have excellent verbal communication skills, tact, and diplomacy in order to establish and develop sustainable working relations and a high level of trust with counterpart and senior -level GoH officials, and with public and private organizations, such as primary USAID technical contacts in the health sector.
