This position reports to the Irrigation Infrastructure Program Manager. The incumbent will coordinate with other DAI/AVANSE staff in the Procurement, M&E and other sections as needed to manage the delegated portions of the Irrigation Infrastructure Program for which he/she is responsible. The senior engineer provides engineering technical, construction management, construction procurement management, and reporting inputs contributing to the successful implementation and construction of the DAI/AVANSE irrigation infrastructure construction program.
The senior engineer also directly manages and mentors the DAI/AVANSE on-site construction field inspectors managing each of the irrigation program’s construction projects in the field for which he/she is responsible. He/she also takes and active leadership role in ensuring the DAI/AVANSE Irrigation Program QA/QC, Health & Safety and EMM Plans are all followed and used as intended in the implementation of the irrigation system construction program.
He/she also participates in other project activities that may from time require engineering and/or construction service input as necessary and as directed by the COP and/or the DCOP. The senior engineer also takes part in and in some cases, leads discussions with government, community, contractor and other implementing agencies that may also be necessary and required as part of the implementation of the program. He/she shall develop a full understanding of DAI/AVANSE infrastructure planning, design, construction, quality control and completed facility handover processes and local capabilities used by DAI/AVANSE and others in the project area. The senior engineer shall keep the DCOP advised of all such planned external contacts.
Fonctions
The DAI/AVANSE Senior Infrastructure Program Engineer is based in Cap Haitien and travels to field construction sites approximately 25-30% of his/her time and visits other construction sites or other Program sites requiring engineer inputs as directed. Under direction, he/she leads infrastructure group efforts in the planning, design and construction of irrigation projects. This includes investigations, existing file reviews, conducting field site visits, and reviewing project planning, implementation, training, reporting, and M&E reports as requested. Task include:
1. Assisting with the final design and implementation planning of the irrigation program’s sub-projects. This includes:
a. Developing and reviewing consultant feasibility and design study Scope(s) of Work, checking and reviewing consultant deliverables, authorizing payments;
b. Completing drawings in AutoCAD, specifications, unit cost analyses, engineer’s estimates,
c. Development of Bill of Quantities and fixed unit prices through unit cost analysis efforts;
d. Soil, water, and material selection/testing;
e. Ensuring the suitability of design criteria for site conditions; and
f. Ensuring program compliance with USAID and GOH, state and local government regulations, agreements; and
g. Playing a major role in contractor prequalification/selection exercises.
2. Providing specific engineering and program management inputs in infrastructure construction management and administration of sub-projects:
a. Serving as the “Engineer” in assigned DAI/AVANSE construction contracts and supervise on-site field inspectors;
b. Ensuring that On-Site Inspectors are trained in QA/QC, H&S and EMM Plan procedures and form requirements;
c. Ensuring environmental management program compliance;
d. Interpreting drawings and specifications:
e. Ensuring that the Quality Control Program procedures are followed;
f. Ensuring the DAI/AVANSE Health & Safety Plan is being implemented;
g. Equipment/material supply management oversight with the On-site Inspector;
h. Construction monthly progress reporting;
i. Ensuring sub-project document control and the recording of all communications;
j. Ensuring site meetings are arranged and managed;
k. Monthly Construction Meetings: Chairs the monthly site meetings for each project assigned, ensures they are well documented;
l. Monthly Payments: Make sure Contractor’s interim payment requests are produced on the correct forms and that quantities are checked and correct; and
m. Ensure finished project handover documentation is prepared including “As-Built” drawings.
3. Carry out field visits with other engineering and non-engineering project staff at ongoing and completed construction sites. Review activities, use visits as opportunities for on-the-job training, and complete site reports that comment on:
a. Contractor site activities, manpower and equipment on site;
b. Survey lines;
c. Presence of drawings and specifications on site;
d. Material suitability in relation to drawings and specifications;
e. Overall conformance with drawings and specifications;
f. Site construction operations, housekeeping, and safety;
g. Schedules;
h. Transfer of advance payment and payment of construction funds;
i. Site inspection and observation by project and GOH engineers and site and progress reporting;
j. All site based related contract administration;
k. Processes for resolution of contract dispute and RFI management;
4. Meet with project staff, government actors, community level stakeholders, contractors and others to assess the status of current construction activities and processes so as to identify and develop recommendations to resolve any roadblocks. Review of handed over site O&M (operation and maintenance).
5. Provide DAI/AVANSE with other engineering and technical inputs including
a. Minutes to Meetings explaining technical issues;
b. Reporting;
c. Payments;
d. Schedules; and
Qualifications Requises
Minimum BSc, MSc preferred in Civil Engineering or Construction Engineering;
• At least five (5) years of civil, construction, environmental, and/or other applicable engineering and/or infrastructure project and program design and or construction management experience;
• Excellent communication in verbal and written French language;
• Proficient English language verbal and written skill;
• Three years experience using AutoCAD professionally;
• Two years experience managing junior engineers and infrastructure inspection/observation staff;
• Some experience with international aid agency development and/or infrastructure programs;
• Some experience in infrastructure contracting/service procurement using both host country and donor contract procedures;
• Experience in travel to remote sites in difficult areas and conduct project/site observation/inspections; and
• Experience in building effective team relationships with infrastructure project engineering, contracting and finance project staff and completed construction users.
