Introduction
CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a
week or more) or intensively (e.g. four days in one month or more or overnight) because they work in
country programs; or are visiting country programs; ore because they are responsible for implementing
the police checking/vetting process staff.
ROLE PURPOSE:
The Community Mobilisation Coordinator will be the lead technical coordinator in the country program. In
most circumstances, the post-holder will be expected to mentor and/or capacity build existing project staff.
Ensure that project is according to communities’ needs and that project activities are implemented with
high quality. This role will be the main point of contact with community members at the field level and will
lead on beneficiary identification and verification, monitoring and data collection and distribution of
assistance.
The position is based in Cance (Sud Department) with frequent travel to Grande Anse and Sud
Departments.
SCOPE OF ROLE:
Reports to: Field Director
Staff reporting to this post: 6 Community Mobilisation Officers
Budget Responsibilities: Response budget with support from Field Director
Role Dimensions: The Coordinator works with field staff, project team; Local authorities, CSOs and CBOs
working in the program areas.
Fonctions
Project Support:
Coordinate the activities with the team for the actions to be taken in the six identified communities
Coordinate the identification of the CSOs working in the communities
Lead on identifying the organisational development needs of the identified CSOs
Together with the partnership coordinator develop a capacity building plan for Child rights and
governance activities.
Lead on technical VCA assessments in coordination with the team and support from PDQA in the six
identified communities.
Lead on meetings with local authorities to ensure that they are consulted and informed of SC activities
Prepare and oversee project implementation to ensure timely delivery of project activities (for example,
monitoring against log frames, individual performance management work plans).
Lead on community mobilization – explaining project activities, objectives and goals to target
communities
Lead on identifying CBOs to work as partners with the development of economic empowerment
opportunities for identified households
Explain beneficiary selection criteria and facilitate community participation in the targeting process to
target communities and share feedback with Officers
Facilitate beneficiary selection at the community level, ensuring beneficiaries meet pre-defined
criteria and verification process is completed
In coordination with relevant officers and M&E staff, track project development through collecting data
and documenting all activities in accordance with established log-frame/M&E system requirements;
prepare relevant reports.
Report any problems or challenges to Officers in a timely fashion and take appropriate follow-up
action after discussion with relevant staff
Liaise and work with beneficiaries and community representatives and other project staff to ensure
accountability and best use of project resources.
Working closely with the HR team, identify technical staffing needs and ensure timely recruitment,
induction and training of new staff.
Identify project supplies needs and coordinate with the logistics team to put in place a sensible phased
procurement plan.
Capacity Building:
Identify learning and training opportunities for Save the Children staff and partners and work as a
mentor and role model for less experienced staff and those with little or no education experience
Representation & Advocacy & Organisational Learning:
Ensure that Save the Children's work is coordinated with efforts of other agencies and Government,
and take a leadership role within Interagency Coordination forums, ensuring the specific needs of
children are being addressed. This may involve taking the lead in coordination working groups.
Take steps to document lessons learned for wider dissemination.
In collaboration with senior staff, assist in advocacy activities that target decision-makers at all levels.
To identify opportunities and material to contribute to communications and media work, acting as a
spokesperson when required.
General:
Comply with Save the Children policies and practice with respect to child protection, code of conduct,
health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS
A degree a relevant subject or equivalent field experience disaster risk reduction and community
development
EXPERIENCE AND SKILLS
Essential:
Good level of English
3 to 5 years substantial experience working with a humanitarian/ development organisation.
Previous experience of project management and project cycle management, including project
design, implementation and evaluation
Demonstrable competence in the community development field including experience of financial
planning and budget expenditure monitoring
Good understanding of donor compliance and Save the Children reporting mechanisms and
requirements
Demonstrated experience of participating in multi-sector needs assessments
Demonstrated monitoring and evaluation skills
Proven capacity to deliver training and coach staff
Strong representational skills
Ability to work calmly under pressure in a rapidly changing context
Ability to be adaptable and flexible
Ability and willingness to travel regularly into the field
Ability to analyse information, evaluate options and to think and plan strategically
Excellent interpersonal, communication and presentation skills
Desirable:
Good knowledge and understanding of disaster risk reduction and resilience building
