CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a
week or more) or intensively (e.g. four days in one month or more or overnight) because they work in
country programs; or are visiting country programs; ore because they are responsible for implementing
the police checking/vetting process staff.
ROLE PURPOSE:
The Community Mobilisation Officer will undertake all activities identified in the DIP to ensure the project
is implemented in a timely manner. The Officer will coordinate with CSOs CBO and local authorities to
ensure that work is developed smoothly.
The position is based in Cance, with frequent travel to Grande Anse and Sud Departments.
SCOPE OF ROLE:

Budget Responsibilities: Response budget with support from Field Director
Role Dimensions: The Officer works with field staff, project team; Local authorities, CSOs and CBOs
working in the program areas.
Fonctions
Project Support:
Undertake the actions to be taken in the six identified communities
Identification of the CSOs working in the communities
Undertake and assessment to identify the organisational development needs of the identified CSOs
Together with the partnership coordinator develop a capacity building plan for Child rights and
governance activities.
Undertake VCA assessments in coordination with the team and support from PDQA in the six identified
communities.
Attend meetings with local authorities to ensure that they are consulted and informed of SC activities
Undertake activities identified in the DIP and ensure timely delivery of project activities (for example,
monitoring against log frames, individual performance management work plans).
Undertake community mobilization – explaining project activities, objectives and goals to target
communities
Identify CBOs to work as partners with the development of economic empowerment opportunities for
identified households
Explain beneficiary selection criteria and facilitate community participation in the targeting process to
target communities and share feedback with Officers
Undertake beneficiary selection at the community level, ensuring beneficiaries meet pre-defined
criteria and verification process is completed
In coordination with relevant officers and M&E staff, track project development through collecting data
and documenting all activities in accordance with established log-frame/M&E system requirements;
prepare relevant reports.
Report any problems or challenges to the Coordinator in a timely fashion and take appropriate
follow-up action after discussion with relevant staff
Work with beneficiaries and community representatives and other project staff to ensure accountability
and best use of project resources.
Identify project supplies needs and coordinate relevant staff to have documents prepared.
Capacity Building:
Identify learning and training opportunities for Save the Children staff and partners and work as a
mentor and role model for less experienced staff.
Advocacy & Organisational Learning:
Take steps to document lessons learned for wider dissemination.
To assist in advocacy activities that target decision-makers at all levels.
To identify opportunities and material to contribute to communications and media work, acting as a
spokesperson when required.
General:
Comply with Save the Children policies and practice with respect to child protection, code of conduct,
health and safety, equal opportunities and other relevant policies and procedures.
Others
Represent Save the Children in relevant coordination/partnership meetings
Carry on any other reasonable duty as may be assigned that is consistent with the nature of the job
and level of responsibility

QUALIFICATIONS
Tertiary degree a relevant subject or equivalent field experience disaster riske reduction and community
development
EXPERIENCE AND SKILLS
Essential:
3 years’ experience working with a humanitarian/ development organisation
Demonstrable competence in the community development field
Demonstrated experience of participating in multi-sector needs assessments
Demonstrated monitoring and evaluation skills
Proven capacity to deliver training
Ability to work calmly under pressure in a rapidly changing context
Ability to be adaptable and flexible
Ability and willingness to travel regularly into the field
Ability to analyse information, evaluate options and to think and plan strategically
Excellent interpersonal, communication and presentation skills
Desirable:
Good knowledge and understanding of disaster risk reduction and resilience building
Experience of working with Save the Children.
