Introduction
The Sustaining Health Outcomes through the Private Sector (SHOPS) Plus project is Abt Associates’ follow-on project to USAID’s flagship initiative in private sector health. In Haiti, SHOPS Plus is socially marketing key family planning and child health commodities to support USAID health objectives. Activities include brand development, distribution, and marketing of these health products. SHOPS Plus is also implementing social and behavior change (SBC) activities to increase product demand and promote healthy behaviors.
SHOPS Plus Haiti is entering its third year of expected five year field funded program and is seeking a Chief of Party (COP) to provide leadership and strategic direction for the multi-sectoral SHOPS Plus Haiti program. The COP has overall responsibility and accountability to USAID/Haiti for ensuring that the SHOPS Plus project team provides high-quality technical products and services, delivers required results, and uses resources efficiently. S/he provides oversight and direction for a team of 16 Haitian staff and is responsible for ensuring that all procurement and management arrangements meets Abt Associates and USAID requirements. S/he reports to the SHOPS Plus Project Director based in Bethesda to ensure proper coordination and communication for successful project implementation.
Fonctions
Responsibilities:
Managerial and technical
• Manage and supervise the work of the SHOPS Plus Haiti field team, local and international partners and subcontractors, and consultants with a focus on core results, achievement of work plan and targets, timely implementation and teambuilding
• Provide technical direction and ensure technical quality of the program
• Facilitate technical collaboration with USAID/Haiti, Ministry of Health, implementing partners and other donors and stakeholders in-country
• Track progress of project results and ensure proper documentation of workplan status to home office and USAID/Haiti
• Ensure the timely preparation and submission of semi-annual reports, annual reports, performance monitoring plan (PMP) and other deliverables
• Serve as the primary liaison with USAID/Haiti, Ministry of Health, and other donors and stakeholders in-country
• Lead technical communications with USAID/Haiti regarding work plans, activity updates, reporting, budgeting, and deliverables
Financial
• Provide management and budgetary oversight to ensure all activities are completed within the agreed to timeframe and budget
• Ensure all processes and procedures for project implementation are compliant with USAID requirements and Abt policies
• Oversee and ensure proper documentation of all project expenditures, financial reports and back-up documentation to be submitted to the home office for audit and reimbursement
Qualifications Requises
Required:
• Required minimum education and work experience: Doctorate and ten (10) years relevant experience OR Masters in related field and fifteen (15) years relevant experience;
• Strong management skills, with demonstrated experience managing teams to achieve project results within budget and on schedule;
• Demonstrated ability to foster and leverage relationships with a variety of different private sector and government stakeholders and a proven ability to navigate in a complex and dynamic context;
• Experience in family planning and/or maternal child health;
• Prior Chief of Party or equivalent experience;
• Prior experience with USAID, including strong understanding of USAID rules and regulations; and
• Excellent verbal and written communication skills in French and English.
Strongly preferred:
• Demonstrated technical expertise in marketing and/or social marketing;
• Experience working with the private sector; and
• Relevant experience in Haiti.
