Introduction
While gender-based violence (GBV) has received more visibility in recent years, it has also been secondary or implemented as an afterthought in light of daunting political circumstances and other consistent emergencies that exist in Haiti’s environment. Different forms of GBV cause physical and mental harm, limit access to education, incur medical and legal costs, reduce productivity, and lower incomes. GBV undermines the safety, dignity, health, and human rights of the millions of individuals who experience it, and the public health, economic well-being, and security of nations. Since the earthquake of January 2010, USAID has invested in GBV in Haiti by offering funding to implementing partners to support existing local projects defending the rights of women and children, and has also collaborated closely with the Government of Haiti for the support of institutions that serve vulnerable sectors of society. The USAID funded project Konbat Vyolans is meant to engage stakeholders from 2016 to 2019 via three prime Haitian contractors in alignment with the agency-wide reform effort USAID Forward: Implementation and Procurement Reform – now called Local Solutions.
As one of three implementers of Konbat Vyolans, Ayiti Nexus has deployed resources for: organizational capacity development adapted for the beneficiaries of this project; information sharing around GBV in Haiti; supporting a call center and shelters for victims of violence; and piloting sustainability efforts that will remain in Haiti as a resource.
As this is Ayiti Nexus’ first prime award with USAID and one of few Local Solutions grants in Haiti, it is an exciting leadership opportunity under a pilot program with great potential for change-making in the field of GBV in Haiti.
Fonctions
Purpose of Role:
Leading the technical team, the Senior Program Manager (SPM) will play a pivotal role in supervising and implementing work plan activities for the overall execution of the Konbat Vyolans program. This individual will be the gatekeeper for Ayiti Nexus of all programmatic aspects of Konbat Vyolans. Expectations for the SPM include liaising with the two other implementing partners and Konbit (a USAID project tasked with providing capacity development support to USAID awardees) to leverage resources and ensure that project results are achieved without a duplication of efforts. He/she will directly supervise two Project Managers, guiding and evaluating their performance, while collaborating closely with the firm’s senior management to ensure that the original vision and approach proposed by Ayiti Nexus are being pursued and adapted to achieve project objectives. The SPM must be proactive and come up with solutions to challenges in implementation, and will be accountable as such.
Key Responsibilities
- Manage project budget within the guidelines of the donor and Ayiti Nexus protocol
- Strategize, plan and execute project activities
- Collaborate with admin/HR staff on project staff recruitment efforts (scopes of work, reviewing resumes, interviewing, etc.)
- Manage project staff and consultants
- Ensure liaison with two additional implementers of Konbat Vyolans on all aspects that pertain to supporting the GBV Support Service Providers
- Review service providers’ deliverables and ensure they meet highest quality standards
- Ensure terms of Konbat Vyolans contract are respected and deliverables are submitted according to deadlines agreed upon with client
- Mitigate risks and find solutions to various challenges that may arise during implementation
- Monitor and regularly report activity progress to senior management
- Ensure timely reporting on USAID’s reporting platform, Devresults
- Manage project reporting directed towards senior management of Ayiti Nexus and USAID
- Ensure Ayiti Nexus and the client both receive appropriate levels of visibility under the different activities
- Ensure that the communication and monitoring and evaluation plans approved for Konbat Vyolans are adhered to; that relevant materials and protocols are drafted, approved and disseminated accordingly
- Draft all communication documents of the project
- Regularly attend trainings and key events on behalf of the project
- Perform other official duties as assigned
- Attend trainings and workshops as needed
Qualifications Requises
Professional Qualifications
- University degree in Project Management, International Development, Gender Issues or other appropriate field
- At least five years of experience working on donor-funded projects and reporting
- Previous experience working in Haiti, to include at least one year in a supervisory capacity
- USAID experience is a plus
- Impeccable writing skills
- Fluency in English, French and Creole (written and spoken)
- Excellent knowledge of Microsoft Office suite (Excel, Word and PowerPoint); familiarity with project management software is a plus;
