Introduction

DAI seeks a qualified individual to fill the position of Grants and Contracts Manager on an anticipated activity, “Platform for Investment Mobilization.” Funded by the United States Agency for International Development (USAID), this 5-year activity will provide a vehicle for catalyzing financing from Haitian banks and other financial institutions into Haitian ventures and businesses.

The Grants and Contract Manager is responsible for establishing all systems related to the management of grants and subcontracts. S/he will also work closely with the administrative and finance team to ensure that all grants and subcontracts comply with USAID regulations, local Haitian procurement laws, and DAI corporate regulations on local procurement.

This is a full-time position based in Port au Prince, Haiti.


Fonctions

• Responsible for developing and managing operational procedures for a program catalog of rapid, efficient and compliant procurement and contracting and grant mechanisms
• Oversee development and release of RFP/As for competitive grant/contract processes
• Analyze and evaluate submissions for technical and budget soundness and compliance with USAID rules and regulations
• Coordinate evaluators in preparation for evaluations and selections, facilitate decisions by collecting required paperwork from evaluators
• Coordinate closely with the technical team to ensure all awards fit within the overall program goals and objectives
• Provide guidance and lead trainings to activity staff on grants and contracts
• Work closely with the Finance & Operations Manager to monitor grantee financial compliance, track obligations and milestone achievements, and facilitate timely disbursements
• Coordinate and lead regular review of active grants and contracts portfolio for progress towards milestones and ensure learning from these reviews is incorporated into activity design and work-planning sessions


Qualifications Requises

• A minimum of 5 years of progressively responsible professional experience in grants and contracting administration for an international development organization. Preferably on large-scale USAID project (s)
• An advanced graduate degree in a related field of study, e.g. Business Administration, Finance
• Extensive knowledge and understanding of USAID rules and regulations and ability to apply these rules and regulations for tailored procurement and grant processes and contracts or agreements
• Ability to identify time sensitive demands & inquiries and respond effectively
• Demonstrated strong problem solving skills as well as exceptional customer relations; provides sound business judgment and contractual oversight
• Excellent organizational skills with a willingness to take initiative and be proactive in the procurement process
• Excellent communications, negotiation, and personnel management skills
• Knowledge of Haitian finance and investment sector issues, preferred
• Experience working in Haiti on donor-funded programs, preferred
• Fluency in French and English, required. Fluency in Haiti Creole, preferred
