Job Summary:
You will provide technical advice and support to a range of program design and implementation issues in the area of Accountability in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to Country Program (CP) teams to advance the delivery of high-quality programming to the poor and vulnerable. Your advice, knowledge, and support will contribute to determining how effective, adaptive and innovative CRS Haiti’s programming is based on the feedback of beneficiaries and communities.
Job Responsibilities:
• Support the implementation of agency-wide strategies, standards, tools and best practices in Accountability that effectively engage beneficiaries, communities, partners, donors, and governments. Help ensure a cross-sectoral approach integrating accountability into all CRS Haiti programming.
• Effectively manage talent and supervise the Accountability Sr. Project Officer in les Cayes. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment
• Manage the CRS Haiti telephone and email Tande’m feedback system. Ensure systems are active and staffed, route feedback/complaints to relevant sector managers and are entered into the database. Follow up with managers to ensure that all complaints are answered in a timely fashion. Refer all delicate complaints to Focal Point for Prevention of Exploitation and Abuse. Produce a monthly report with data on number and type of feedback received and the status of responses.
• In conjunction with HR, ensure all CRS staff, partners, and contracts are trained on the CRS Haiti Accountability Framework, Prevention of Sexual Exploitation and Abuse (PSEA), and the CRS Code of Conduct.
• Provide technical solutions to project teams, remotely and on-site, for strategic planning and how to best apply standards, best practices, and tools helping to ensure high-quality implementation of Accountability Systems.
• Provide technical support to project teams to conduct quarterly self-assessments of Accountability systems. Help ensure corrective action plans are put in place to address identified gaps.
• Provide technical support to the project team in the development of community engagement and communication plans with a special focus on key messages for project launch and disengagement at project close out.
• Provide support to project teams in completing monthly, quarterly, and annual reports as required by donor and/or CRS standards
• Contribute to, and in some cases lead, the development of the technical design for proposals. Support the process of preparation, design, submission and approval of project concepts and full-fledged proposals. As needed, act as a technical writer on proposal development teams.
• Support capacity strengthening initiatives in Accountability for staff and partner, conducting trainings and workshops for Project teams and partners, and providing coaching to PMs, MEAL Officers and CLOs on best practices and systems.
• Collect and analyze program data, capture and share lessons learned and best practices for specific projects to facilitate improvements in accountability to beneficiaries and feedback systems
• Contribute to maintaining relationships with donors, peer organizations, research and other institutions, participate in forums in the area of Accountability to collect and share best practices and promote CRS’ work.
Qualifications Requises
Typical Background, Experience & Requirements:
Education and Experience
• Bachelor’s Degree in Social Sciences or related field required.
• Minimum of five years relevant work experience with progressive responsibilities, ideally with an international NGO, with minimum of two years relevant field-based experience in Accountability.
• Knowledge of technical principles and concepts in Accountability. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
• Expertise in community mobilization, including PRA and other participatory techniques.
• Familiarity with Humanitarian Charters, including accountability, SGBV, and protection principles
• Experience in project design and proposal development. Experience in writing content for proposals.
• Knowledge of capacity strengthening best practices.
• Experience with program monitoring and evaluation and analysis.
• Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
• Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
