Introduction

The United States Agency for International Development (USAID) is seeking a Supervisory Development Program Management Specialist in the Food-Assisted Development & Humanitarian Support Office.


Fonctions

The incumbent will be responsible for cultivating and maintaining high level contacts with senior Government of Haiti (GOH and day-to-day management oversight of all food security, safety net/social protection, resilience aspects of Food For Peace (FFP) Haiti’s development programming. He/She will advise and provide guidance to partners in the preparation of USAID required documentation and FFP Implementation Advisors as their split time relates directly to FFP Haiti development programming.


Qualifications Requises

Education: The SDPMS will have the equivalent of a Master's degree in Public Administration, Economics, or Social Sciences.

Work Experience: The SDPMS must have at least five years of demonstrated experience in Management of Food Aid/Food Security Program. The SDPMS must also have at least 5 years of experience in program preparation and planning, project monitoring, on site quality control, and project financial management. Sound knowledge of Project Management policies, procedures, rules and regulations is needed.

Language: Level 4 (Fluent)Speaking/Reading/Writing of English is required. * This will be tested
Level 4 (Fluent) Speaking/Reading/Writing of French is required.

Level 3 (Good Working Knowledge) Speaking/Reading/Writing of Creole is required.

Knowledge: The SDPMS must have a strong working knowledge in development organization policies and procedures, or the potential to acquire such knowledge. The SDPMS must have knowledge and understanding of the organization and roles of the different levels of GOH development food security delivery systems.

Abilities and Skills: Proven, demonstrated problem solving skills and ability to work calmly, tactfully and effectively under tight deadlines and heavy workload within agreed upon parameters. Strong quantitative, analytical, and budgetary skills are required. Must have proven ability to communicate in English quickly, clearly and concisely. Strong written and verbal communication skills are required . Ability to work both independently and in a team environment to achieve consensus on budget, program and administrative matters is a must. Excellent computer skills (MS Word, Excel, Power Point, etc.) are required.
