Introduction

Through the Konbit Program, the USAID Haiti Mission and its Local Solutions team envision tapping and reinforcing existing Haitian capacity development service providers, who in turn will strengthen local institutions in areas such as planning and strategic management, program design and implementation, financial and administrative management, monitoring and evaluation, gender inclusion, organizational governance and leadership development, fundraising and resource mobilization, and compliance with USAID policies and procedures. Over the course of five years, Konbit will also create a network through which best practices, lessons learned, and innovations in development can be widely shared amongst local organizations, the private sector, government agencies, academia, and international development partners. Finally, in order to measure progress and achievement, Konbit plans to create both internal and external learning loops, in which a wide range of program participants will monitor and evaluate themselves for improved performance, adaptation, and impact. These interventions will allow USAID/Haiti to integrate increasing numbers of capable local groups more directly into its programs and operations, to foster the critical interrelationships between its development partners, and to enhance the sustainability of local systems. In a nutshell, the Konbit program is a timely and innovative response to a critical development challenge.

The firm Papyrus S.A. is the primary implementer of USAID/Konbit. Ayiti Nexus is an implementing partner and member of the Core Management Team that provides strategic guidance on communications, gender and ME&L for Konbit, among other aspects of the program.

Ayiti Nexus seeks a skilled professional to serve as a strategic advisor on gender issues t under Konbit throughout the life of the project (until June 2020).


Fonctions

OVERALL GOAL: Provide punctual and strategic technical assistance to the USAID funded Konbit project to ensure the integration of gender mainstreaming practices within all components of the project and among its stakeholders.

MAIN TASKS
● Update Konbit’s practical gender mainstreaming strategy; draft an action plan that includes a gender-centred approach to capacity building;
● Organize capacity development training on gender-related issues for local organizations and stakeholders that are part of Konbit’s immediate and extended networks (this includes conceptualization of training and coaching materials);
● Collaborate with other gender-focused projects offering trainings, workshops, and represent Konbit at other events relevant to projects’ objectives;
● Provide strategic input to Konbit’s Small Grants Program Review Evaluation Committee, upon request;
● Share relevant material and resources on gender mainstreaming and other gender-specific issues to populate the Konbit online platform

TRAVEL:Travel outside of Port-au-Prince is anticipated based on the needs identified for technical assistance and training in other regions of the country where Konbit extends its services.

REPORTING: Consultant will collaborate closely with project component leads, and will report to the Chief of Party.


Qualifications Requises

● At least five (5) years of professional experience working on gender programs in development or humanitarian settings;
● Understanding of gender issues is essential; familiarity and practical experience with gender issues within the Haitian context is a must;
● Broad experience in gender analysis, policy, and programming; familiarity and experience with gender mainstreaming practices is an asset;
● Strong track record of technical leadership, and proven ability to produce results;
● Experience in capacity building of local gender-based groups is preferable;
● Ability to work in culturally diverse environments;
● Written and spoken fluency in French, English, and Creole


Conditions particulières

The consultant will be expected to devote up to 36 days of work per year to accomplish the related tasks. Based on deliverables, the consultant will be free to modify the monthly work plan with the approval of the Chief of Party.
Consultancy length: maximum 109 days between August 2017 and June 2020.
