Introduction
JOB SUMMARY :
You will provide efficient management to guarantee the coordination, implementation, monitoring and reporting of all activities of the Jèn Angaje! project. You will be responsible for advising on the adaptation of curriculum and training materials for youth entrepreneurship and life skills. You will supervise and coach the Social Workers (SW) and the Project Officers (PO) in Tesso and Solino to carry out the training sessions with the youth. You will also ensure the administrative and financial follow-up of this project in the targeted areas as well as maintaining positive, productive relationships with local Catholic Church representatives.
Fonctions
JOB RESPONSIBILITIES:
1. Implementation of project activities:
Ensure efficient coordination and implementation of all project activities including the following:
o If needed, supervise and collaborate with a consultant to establish a Haitian youth entrepreneurship curriculum taking elements from the existing CRS curriculum and adapting the CRS I am an Entrepreneur manual and any other needed curriculum into French and if needed into Kreyol.
o Participate in Training of Trainers as relevant and supervise team to conduct entrepreneurship and soft skills trainings with youth.
o Coordinate with team and local businesses to establish mentorship opportunity for youth
o Coordinate meetings with financial institutions to encourage youth to open bank account
o Provide opportunity for youth to develop sustainable micro-enterprise plan
o Provide management support to youth to create and implement their own small business.
2. Communication/Collaboration:
o Ensure transparent and proactive communication with project participants as well as Catholic Church partners and donor and ensure their strong involvement in all steps of the project.
o Ensure that all CRS staff of the project are proactively involved in the project
o Establish and maintains professional and productive relationships with other program partners, agencies working in similar sectors, donor community, local NGOs, UN agencies and the Government of Haiti.
3. Management/Administration/Finance:
o Manage the project budget
o Ensure efficient follow-up with relevant CRS department for administrative and financial documentation (procurement request form, budget monitoring, quarterly forecast, proper transaction classification for DSPNs, request of advance/disbursement, staff travel process, budget comparison report, allocation space, etc);
o As necessary, ensure efficient management of partner sub-contract, disbursement, liquidations, etc.
o Provide all narrative and administrative and/or financial reports or any other required documents (ex. reports for the region and success stories) per contract schedule
4. Monitoring, Evaluation, Accountability and Learning/CRS project management standards:
o Elaborate and put in place a communication strategy to ensure that targeted community are well informed and that the participants are proactively involved in all phases of project design and implementation.
o In collaboration with MEAL Coordinator, elaborate and monitor MEAL tools (PMP, DIP, IPTTs, etc) and reports (baseline, midterm assessment, end line, lessons learned and others MEAL reports) as well as other documentation (factsheet, success stories, etc.)
o Prepare timely and accurate reports. Ensure that all project documentation is well organized and easy to access.
o Champion learning with project staff and partner teams. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles. Prepare success stories and briefs on innovation/best practices to contribute to organizational learning and publicity of project success.
o Be aware of and respect the CRS project management standard.
5. HR:
o Ensure efficient supervision of 4 staff (2 Project Officers and 2 Social Workers (weekly activity schedule, reporting, performance (respect of project target)
o Coordinate the identification of staff capacity and technical assistance needs of partner organizations and ensure capacity strengthening and required interventions to support quality project implementation.
Qualifications Requises
TYPICAL BACKGROUND, EXPERIENCE & REQUIREMENTS:
• Bachelor’s Degree (Master’s preferred) in Management or Business or related field or equivalent;
• Minimum 5 experience years including at least 2 years as Program Manager working within Livelihoods (micro enterprise development and life skills) and/or Community Engagement;
• Demonstrated experience in micro-enterprise and soft skills program or similar;
• Demonstrated ability to create strong relationship with Catholic partners and other stakeholders (mentors);
• Demonstrated ability with project management, including budget, monitoring and evaluation, reporting, etc.

• Experience in project management, including budgeting, MEAL and donor reporting
• Strong organizational, representational and advocacy skills with partners (Catholic Church), and donor
• Strong computer skills (MS Word, Excel, Outlook and Power Point), experience applying innovative IT to relief and development work and quick typing.
• Availability to work outside of regular work schedule (before 8am and after 4pm and/or weekend)
• Driver permit and capacity to drive manual vehicle required
REQUIRED/DESIRED FOREIGN LANGUAGE :
French, Kreol and English. Spanish is definitely a plus.
