Introduction

Background: The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.

Position Purpose:

The Lab Officer provides general technical and administrative support and follow up to the Lab Advisor (LA) for the reinforcement of the lab commodities management system. S/He will be responsible to coordinate and/or implement laboratory activities on the field and will liaise with the different HIV/AIDS partners involved in laboratory management (, PEPFAR implementing partners: “Networks” etc.) in order to ensure laboratory commodities inventory management and rational use of lab commodities at site level. The laboratory officer will also assist in improving national supply chains for the management of laboratory reagents and consumables, to support HIV/AIDS care and treatment, and other programs. S/He is able to work with minimal supervision and contribute for regular decision-making which will support and promote the objectives of the GHSC-PSM Haiti laboratory team, and GHSC-PSM overall.


Fonctions

Tasks:

Specific tasks to be completed under this SOW are as follows:

• Assist the Lab Advisor in all the daily activities.
• The Lab Officer will be responsible for assuring that all PEPFAR supported sites are implementing and maintaining good laboratory commodities inventory management practices.
• Provide support in the monitoring and evaluation of laboratory commodities, with an emphasis on rational usage at the site level.
• Collaborate with Data Unit for analysis of lab reports from PEFPAR supported sites.
• Coordinate with the PEPFAR Network Logistic Advisor (PNLA) to ensure that all PEPFAR supported sites are able to use the laboratory commodities in accordance with the HIV/AIDS program and LNSP (Laboratoire National de Santé Publique) recommended procedures.
• As requested, perform site assessments and conduct an analysis of the laboratory needs in terms of equipment, commodities, storage space and trainings. Provide recommendations and required actions prior to any delivery by PSM.
• Work closely with the PSM Service Delivery unit on field visit reports by Supply Chain Monitors in collaboration with the PEPFAR Network Logistic Advisors (PNLA) and the National Lab on all raised issues such as training needs and equipment maintenance.
• Actively participate in the Lab Quantification Working Group and annual lab quantification exercise, upon request of the Lab Advisor
• Closely monitor the maintenance and repair services provided to the USG supported sites according to the agreed upon service provider maintenance and repair calendar, on a quarterly basis (job order collection and analysis).
• In collaboration with the PEPFAR Network Logistics Advisors, assure that all sites from their network (VCT, Palliative care, PMTCT, and ARV) receive their allocated stock and required technical assistance at least once per quarter.
• Validate the lab requisitions for sites, using the MACS system at the warehouse, and coordinate with SDS and distribution units the timely delivery of all lab orders to USG supported sites as needed.
• Maintain an accurate listing and status of all lab equipment at each site on a quarterly basis and ensure that any equipment issued from the warehouse is properly labeled and registered in the lab equipment list of inventory.
• Actively support the GHSC-PSM and the PNLAs in monitoring lab commodity stock levels supported by the PEPFAR program and expiration dates at the site level to ensure their timely distribution from the warehouse.
• Provide technical assistance on stock inventory management for lab related commodities if needed, to PEPFAR sites.
• Collaborate with Customer service support and data unit to provide technical support to the management of all lab related ht-assistance requests from USG supported sites.
• Actively assist the Lab Advisor in the quarterly CAGIL meetings with PEPFAR Partners.
• Participate in management and lab technical meetings, record minutes as requested.
• Work closely with the LNSP Training Unit to organize and participate in training activities in lab commodities management, including the use of basic LMIS tools/reports, at workshops or at site level.
• Prepare and submit monthly activity report to supervisor.
• Assure respect of CHEMONICS moral values, administrative and financial norms and procedures.
• Perform other duties as may be assigned by the Programs, Planning and Procurement Director.


Qualifications Requises

Job Qualifications

• Bachelor degree (or a combination of education and equivalent relevant experience) in laboratory technology.
• At least 5 years of relevant field experience in technical support to local laboratories.
• Out of the 5 years two-four years working in an international non-government organization or a public health supply chain project is highly desirable
• Excellent interpersonal skills and ability to work successfully in a team environment.
• Demonstrated competence to handle a variety of activities with attention to detail and quality.
• Good working knowledge of Microsoft applications such Word, Excel, PowerPoint, Outlook and experience in Internet research. Ability to adapt and learn other database programs as required (MACS).
• Demonstrated ability to use discretion and good judgment. Ability to maintain a high level of professionalism, confidentiality and tactfulness.
• French and English Fluency required with effective writing skills in both languages. Proficiency in Haitian Creole is preferred.
• Ability to work under pressure and tight deadlines.
• Ability and willingness to travel up to 30% of the time.
