Introduction
USAID’s Maternal and Child Survival Program in Haiti is hiring a Senior Human Resources Officer consultant who will work as an integral part of MCSP Haiti’s HR Team. The Senior HR Officer is responsible to provide support in various human resource functions to supervisors and staff, which include recruitment, staffing, training and development, performance review, monitoring and employee counseling.
The Senior HR Officer will report to the HR Manager.
Fonctions
A. Support HR Manager to develop skills and capabilities of staff.
Assist HR Manager to coordinate staff training sessions, workshops and activities
Assist HR Manager to provide basic counseling to staff who have performance related obstacles
Provide advice and assistance developing human resource plans
Assist SLT / SMT with writing and updating job descriptions
Participate in staff orientations sessions.
B. Staff attendance.
Provide recommendations on disciplinary actions.
Monitor scheduled absences such as holidays, leaves or travel.
C. HR Administrative task
Maintains liaison with external agents (ONA, OFATMA, Insurance Company….)
Assisting the HR Manager with generalist HR matters
Assist the HR Manager to maintain updated contracts, personnel files and other employee information according to legal and GHR recommendations
Process consultant contracts
Support the HR Manager in all legal obligations and requirements
Coordinate all exit procedures for staff leaving Jhpiego.
D. Coordinate staff recruitment and selection.
Provide advice and assistance to supervisors on staff recruitment
Prepare notices and advertisements for vacant staff positions.
Schedule and organize interviews
Participate in applicant interviews
Conduct reference checks
Ensure all recruitment file are available
Qualifications Requises
Post Graduate/Master’s degree in HR, Admin or related field
Minimum 5 years’ experience in HR and administrative function
Good understanding and knowledge of HR functions including Haitian labor laws and statutory
Demonstrated ability to exercise confidentiality and professionalism
Demonstrated excellence in oral and written French and Haitian Creole; Proficiency in English
Ability to communicate effectively, instilling trust and confidence
Excellent organizational skills including the ability to handle a variety of assignments sometimes under pressure of deadlines.
Good computer skills demonstrating in competency of Microsoft office: Excel, MS word and Power point
Very good understanding of HR USAID and other Donor rules and regulations
Ability to work independently and to exercise independent judgment
Ability and willingness to travel around Haiti up to 30% of time
