Introduction
Position Description
As a member of the Management Team, the Administrator shares the administrative and financial responsibility for the management and coordination of the project. The position holder will work collaboratively with local and home office staff but will report to the Chief of Party for the provision of effective HR and Administrative services.
Fonctions
Key Responsibilities:
Financial management
• Ensure the organization, preparation and submission of accounting and / or financial statements;
• Apply and reinforce accounting and financial procedures;
• Ensure the implementation of recommendations of audit, monitoring and evaluation missions;
• Supervise the work of the accounting department to guarantee the reliability of the processing of accounting information.
Administrative management
• Ensure the correct and regular management of the hired staff: employment contracts, wages, social contributions and taxes payments;
• Ensure that labor regulations are respected at all time (for example, that employment contracts, internal policies and procedures manuals are consistent and regularly updated);
• Prepare and submit taxes and social benefits declarations for staff to the fiscal authorities;
• Organize informative and working meetings between management and field units and researchers;
• Assist the Chief of Party in managing disputes with staff (legal procedures);
• Participate in recruitment and ensure that employment contracts are put in place;
• Ensure that all employment contracts are correct, in liaison with the various partner institutions concerned;
• Prepare various correspondences related to human resources management (memoranda, request for explanation, internal policies, etc.);
• Follow up on staff leave and time tracker (working hours);
• Facilitate the activities of researchers and experts by providing space and materials;
• Ensure the smooth operation of general services (telecom, computer, internet, etc.);
• Process all local purchases (office supplies & furniture, consumables, miscellaneous) as well as:
o Fuel, car, motorcycle and generator general management
o Supervision of project drivers
o Management of the transportation and logistics of scientific samples
o Purchasing and management of agricultural inputs, supply and equipment, and consolidation, centralization and decentralization of needs
o Inventory management and tracking project supplies, furniture & equipment using stock cards.
• Manage the logistics of the team (accommodation) and reserve flights and ensure the arrival and departure of consortium experts;
• Collaborate with « Chanje Lavi Plantè » project, and the Rural Sustainable Development Centers (CRDDs) to set up logistics and reception / management of inputs, supplies and equipment;
• Submit written weekly report for logistics activity of the program and status of stocks and fuel consumption.
Perform any other duties related to the function that may be assigned
Qualifications Requises
Skills and Qualifications:
• Bachelor's Degree in Accounting, Finance, Business or related field;
• A minimum of 5 years of management (financial/administrative/operations) experience in NGO environment, preferably USAID funded projects;
• Demonstrated experience with USG contracting regulations;
• Relevant experience and knowledge of Haiti’s labor law;
• Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities;
• Excellent oral and written communication skills in English and French;
• Analytical, decision making and strategic planning skills and the ability to handle multiple priorities;
• Ability to coach, mentor, delegate appropriately and provide developmental guidance to supervised staff;
• Competent level skills in core IT applications, particularly MS Office and Quickbooks;
• Ability to respond effectively to time sensitive inquiries;
• Demonstrated knowledge of internal controls and audit process (procurement, local subcontract agreements, etc.)
