The Haiti Strategic Health Information Systems Program (Haiti HIS) is an $11.5 million cooperative agreement funded by USAID to build the capacity of Haiti’s Ministère de la Santé Publique et de la Population (MSPP) to take ownership of a comprehensive health information system that enables the integration of health records across various digital and paper-based reporting platforms. The program will support the MSPP in drafting an effective eHealth Policy to address interoperability and set data standards; strengthening Haiti’s national health information system—the System d’Information Sanitaire Nationale Unique, or SISNU—by addressing information and technical gaps; and promoting data-driven decision making at national and departmental levels. In turn, the HIS team will help the MSPP analyze the data provided by the improved national health information system and then use this information to provide better quality care and treatment to the Haitian people.

Reporting and location: This position will report to the Chief of Party. This position is based in Port-au-Prince, Haiti.


Fonctions

The Communications Officer will be responsible for the overall design, development, and management of the project’s public affairs and public awareness communications programs. S/he will play a pivotal role in communicating project objectives and successes to both USAID and project beneficiaries in Haiti. The Communications Officer’s duties include but are not limited to producing contract deliverables (including annual and quarterly reports and USAID Success Stories); developing the project’s branding and messaging; and devising and implementing a public outreach plan for the project (including social media messaging).

Essential Duties:
• Plans and executes the project’s overall communications strategy (internal and external) and develops project branding and messaging;
• Direct liaison with the USAID Front Office, the USAID Director of Communications Office (DOC), U.S. Embassy Public Affairs Office, and other USG agencies regarding project implementation, knowledge management, and information dissemination;
• Oversees the process of developing contractual deliverables and provides quality assurance related to informational and advocacy content and product development (e.g., speakers, articles, videos, fact sheets, case studies, brochures); weekly, quarterly and annual reporting on the project’s progress;
• Coordinates high-profile events, delegations, and field visits by U.S. government agencies, bilateral missions, international organizations and donors, embassies, and local partners and stakeholders;
• Manages programmatic events, trade shows, exhibitions and initiatives (e.g., conferences and other high profile events);
• Promotes the project’s and USAID’s visibility and profile across various media outlets and platforms including television, radio, print, web-based, and social media;
• Oversees project website development, population and maintenance;
• Responsible for managing seminar and conference speaking engagements, news releases, and online media outlets and social media platforms; and
• Participates in bi-weekly project programmatic meetings with USAID as member of the project’s senior management team.

Reporting:
The Communications Officer reports to the Chief of Party.


Qualifications Requises

Qualifications
• 3-5 years of experience in marketing communications, information management, public affairs, public awareness and/or media.
• Experience working on USAID-funded projects is preferred.
• Demonstrated report writing skills in English is required.
• Experience working in Haiti required, with experience working on public health or information technology projects considered an asset.
• A degree in English, communications, international development, or related area is required. Advanced degree preferred.
• Fluency in English and French required. Fluency in Creole will be considered an asset.
