Background

Medical Teams International has been operating in Haiti since 1996. We have a well-established relationship with many communities throughout Haiti. MTI began the rollout of a new Global Safety and Security Policy at the beginning of 2016 and this consultancy will be part of MTI Haiti’s efforts to maintain compliance.
The consultant will be working with the current in-country team, along with support from Medical Teams International’s regional and global headquarters, to introduce and mainstream safety and security procedures and practices. MTI is currently recruiting a Country Director, and during this time, the Interim Country Program Manager (ICPM) is responsible for all safety and security activities.

Position Summary:

This is a highly rewarding role, offering a unique opportunity to work in a close knit team giving security analysis and advice to MTI’s Haiti country team (approximately 30 staff members). The Safety & Security Consultant will be commissioned to produce a targeted and appropriate information collection plan, deliver intelligent and insightful safety and security analysis, and develop a safety and security monitoring framework. The consultant will assist the Interim Country Program Manager with safety and security advice throughout the four-month consultancy. This individual will facilitate training to MTI-Haiti staff in order to build their capacity to understand and adhere to the Global Safety and Security Policy. The consultant will be outgoing and resilient, with the ability to analyze complex security issues and contexts, give sound practical safety and security advice, communicate in English both verbally and in writing, and above all else share MTI’s commitment to humanitarian principles. The position will be based in Port au Prince and involve regular travel throughout Haiti.

Statement of Work:

• Ensure compliance with MTI’s Global Personnel Safety and Security Policy;
• Establish and maintain an active information network, which includes NGOs, the UN, and other national and international security actors to obtain credible and relevant safety information;
• Test all safety and security plans, including medical evacuation plans, hibernation, and evacuation; provide written report to Interim Country Program Manager every two months
• Provide ongoing monitoring of the safety and security environment;
• Conduct safety and security field visits to all MTI field sites; provide written report to ICPM every two months;
• Provide safety and security briefings to visiting personnel upon arrival;
• Conduct immediate reporting of all safety and security incidents;
• Represent MTI at country-level security meetings; provide written report to ICPM;
• Facilitate safety and security training for all staff and volunteers monthly;
• Maintain (update as needed) country-level risk assessment, and Safety and Security Instruction;
• Follow up on recommendations left by previous safety and security consultant

General Qualifications:

Consultant must have applicable insurance and at least five years’ experience in safety and security management, and experience working with humanitarian NGOs. The consultant must speak and write in French, Creole and English.
