Introduction

The role holder will support the Programme Development, Quality & Advocacy Department in managing the overall proposals, donor reporting and external communications. They will support the Director of Programme Development, Quality and Advocacy, the Director of Finance, the Awards Coordinator and the Technical Advisers in the development of high quality concept notes and proposals for major donors as well as leading on the development of narrative donor reporting. S/He will work closely with the MEAL team and ensuring reports meet donor requirements, are submitted on time as well as the Awards team to ensure that both financial and narrative are compliant to donor requirements.

The role also includes managing the Programme Development, Quality and Advocacy team communication and information sharing; facilitating team decision-making for proposals and reporting; in collaboration with the Award team, maintaining proposal/ concept note/ reporting calendars and tracking all required inputs; and ensuring overall production of a compliant and quality proposal/ concept note and donor reports. S/he will prepare communications outputs such as situation reports and key messages, lead on information management tasks, help to build a media profile and gather powerful communications materials


Fonctions

Programme Support:
• Lead on the development of concept notes and funding proposals (include log frames and budgets), ensuring coordination and information sharing between technical and operation teams (finance, logistics)
• Participate in needs assessments (where relevant) and ensure findings are documented and that all assessments include a specific analysis of children’s needs
• Gather information from technical advisors and other relevant team members, assessment teams and sitreps and other relevant sources necessary for drafting proposals and budgets
• Facilitate project design sessions and proposal team meetings
• Consult relevant technical coordinators on specific programme interventions
• Ensure integration (where appropriate) between sectors in order to encourage teams to have an integrated approach to children needs
• Ensure all proposal and concept note submissions to the award management team are reviewed and approved by the Director of Program Development, Quality and Advocacy
• Coordinate the preparation of timely program and donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.
• in coordination with the relevant program/Project Manager and Technical Advisor, compile technical reporting inputs into required donor formats
• Ensure timely, complete and compliant reports submissions in the appropriate donor language
• In conjunction with the Award team track funding opportunities, including calls for funding, progress of proposals, submission deadlines, financing available.
• Support the Award team and the implementation team with grant set up, cycle and closure, including budget and payment schedule, reporting dates and schedules

Communication and information sharing:
• Coordinate the PDQA department's internal meetings and share actions points with relevant team members
• Lead information and communication flows between the PDQA department and other internal teams (Operations, Award teams)
• in conjunction with the MEAL team, identify learning and training opportunities for Save the Children Haiti staff
• Produce accurate, clear and consistent information and communication outputs relating to emergency situation and Save the Children’s emergency response – including key messages, Q&A’s and factsheets.
• Build the capacity of country programmes through delivering training of in-country communications or programme on information management and communication skills (including media training), mentoring Lead information and communication flows between emergency responses and a variety of internal and external stakeholders (including situation reports)
• Collaborate with advocacy and policy colleagues to ensure core messaging is consistent with advocacy and policy strategies within a response and opportunities are explored to promote these strategies
Others
• Represent Save the Children in relevant coordination/partnership meetings and in other fora.
• Carry on any other reasonable duty as may be assigned that is consistent with the nature of the job and level of responsibility.


Qualifications Requises

Tertiary degree a relevant subject or equivalent field experience in writing and reporting.
Essential:
• Good level of English
• 3 to 5 years substantial experience working with a humanitarian/ development organisation
• Previous experience of project management and project cycle management, including project design, implementation and evaluation
• Demonstrable competence in proposal and report writing, including experience of financial planning and budget expenditure monitoring
• Good understanding of donor compliance and Save the Children reporting mechanisms and requirements
• Demonstrated experience of participating in multi-sector needs assessments
• Demonstrated monitoring and evaluation skills
• Proven capacity to deliver training and coach staff
• Strong representational skills
• Ability to work calmly under pressure in a rapidly changing context
• Ability to be adaptable and flexible
• Ability and willingness to travel regularly into the field
• Ability to analyze information, evaluate options and to think and plan strategically
• Excellent interpersonal, communication and presentation skills

Desirable:
• Good knowledge and understanding of Child right based programming.
• Experience of working with Save the Children.


Conditions de travail

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
