The Child Protection (CP) Coordinator will be responsible for the overall strategic development and leadership of the child protection programs, ensuring program quality, capacity development of the CP teams and leading Save the Children’s advocacy initiatives to influence national policy and practice on child protection areas.
Key responsibilities include:
• Technical support to the CP programs: ensure quality and impact and strengthen staff capacity
• Lead on the strategic development of the protection programs
• Lead contact of all Save the Children’s national work with IBESR (Institut Bien Etre Sociale) and other pertinent authorities/organizations in the area of CP.
• Lead CP related advocacy and profile raising: influence policy and practice
• Ensure appropriate and effective Monitoring, Evaluation, Learning and Accountability mechanisms and practices for the CP programs.
• Ensure representation of Save the Children at national child protection events, coordination and working groups meetings and other child protection fora
Fonctions
Strategy and programme development
• Lead on the implementation of the current Child Protection Thematic Program Plan
• Ensure the ongoing strategic development of the CP program.
• Facilitate the implementation of a Child Protection Situation Analysis & Thematic Program Plan and ensure the ongoing strategic development of the CP program
• Ensure program alignment with Save the Children global and regional CP strategies and priorities (in particular the Global Child Protection Initiatives).
• Work closely with the Education and Health program teams to ensure an integrated program approach, identify ways of maximising links, sharing of experiences and lessons learnt.
• Ensure that child protection elements are fully integrated into the Haiti Emergency Preparedness Plan (EPP).
• Develop and maintain a detailed understanding of the child protection sector in Haiti; including national policy development, key players in government, INGOs, UN and national civil society.
• Ensure linkages with relevant research initiatives and ensure that findings and recommendations from these, as well as specific project & program evaluations, feed into the Save the Children CP program strategies & design.
• Lead on developing high quality CP project proposals and budgets for submission to donors.
• Ensure that regular and effective communications are maintained within the CP programm, with Regional and global level CP Advisors and CP Regional Representatives.
• Act in the capacity of country level focal point for the Child Protection.
Technical Support and technical Capacity building
• Provide overall technical support to the CP programs: ensure that all CP program staff demonstrate minimum level of capacity in core CP areas and provide overall leadership & coaching in technical areas.
• Identify gaps and staff development needs with regard to the technical capacity of child protection staff and partners, considering the relevant program Human Resource Profile.
• Plan capacity building initiatives for Save the Children child protection staff. Work with Project Managers to plan similar trainings for partners.
• Work with the Project Managers to make recommendations on roles & responsibilities & staffing levels for the CP program teams so that they may be appropriate and effective to enable the implementation of the programme, considering relevant programme Human Resource Profiles.
Advocacy, Networking & Representation
• Identify policy gaps and issues for advocacy which reflect Save the Children’s experience in the field and are in line with Save the Children’s global goal and strategy, the Country Strategic Plan (CSP) and the CP ITPPs.
• Lead in the development of an advocacy strategy and key advocacy messages for the CP programs.
• Lead Save the Children Haiti’s advocacy work on CP. Coordinate with the CRG Coordinator to ensure appropriate advocacy efforts in the area of CRG.
• Influence policy and engage with key Government Agencies and other stakeholders and duty-bearers on national policies and practice, in particular the development of a National Child Protection Strategic Sector Plan.
• Ensure representation of Save the Children in child protection fora, meetings and workshops and ensure that links with relevant key task forces and co-ordination mechanisms are maintained and strengthened through attendance at meetings and through networking.
• Help to identify and develop partnerships with national CSOs for collaboration & joint work on child protection issues.
• Facilitate and maintain good relationship with government (especially IBESR) to ensure collaboration and smooth implementation of the child protection program.
• Represent Save the Children to government, UN organizations, INGOs, local NGOs and donors in child protection related issues to ensure coordination and seek and utilize the funding opportunities available in the country.
• Share key CP advocacy messages with other programmes & work to ensure that issues and messages are integrated into all programme areas and are reflected during representation
Monitoring, Evaluation, Accountability and Learning
• Ensure the gathering of baseline data for all new projects and the overall CP programs
• Ensure documentation (through written accounts, photographs and other media forms) and sharing of processes, lessons learnt and outcomes from the CP programs
• Ensure the production of high quality CP reports for Save the Children and donors within agreed reporting schedules as required.
• Ensure that effective monitoring, evaluation, accountability and learning mechanisms are built into the CP programs: develop an overall M&E plan for the CP programs, monitor progress against expected results identified in the ITPP Matrices, provide inputs and validate CP project M&E plans, ensure that action plans are developed and implemented to follow up recommendations from project/program evaluations and ensure the implementation of a bi-annual learning event for the CP programs.
Other
• Work closely with other programme advisors (health and education), to ensure program integration and sharing of experiences and learning.
• Support the Haiti programme in general on CP related issues.
• Significant other duties as assigned by the PDQA.
• Comply with all relevant Save the Children policies and procedures with respect to child safeguarding, fraud & dishonesty, anti-bribery, health and safety, security, equal opportunities and other relevant policies.

Qualifications Requises
Graduate university degree in social/protection field; or at least 5 years relevant management experience of development programs.
Essential
• Understanding of child protection system resourcing and financing issues.
• Experience working with government in a decentralised government system.
• Demonstrated experience in child protection program management in long-term development settings, preferably with experience in supporting the development government child protection systems.
• Knowledge of and experience in child development, protection; including community-based child protection systems and gender-based violence/sexual abuse and exploitation.
• Strong skills and experience in all aspects of program development, including program/project monitoring, review & evaluation and proposal writing.
• Strong analytical and conceptual skills and the ability to think and plan strategically.
• Demonstrable experience of developing and establishing new programmes of work.
• Substantial experience of developing working relations with donors and government
• Fluency in written and spoken English and substantial experience in preparing projects proposals and reports to donors.
• Experience of working at both policy and implementation level; with proven skills in advocacy and experience of working collaboratively with national government.
• Excellent interpersonal, communication and presentation skills and commitment to capacity building of staff, with proven skills as a trainer/facilitator and mentor.
• Commitment to and understanding of Save the Children’s aims, values and principles.
• An understanding of the role of INGOs and current development debates, particularly participatory approaches, organisational development and capacity building with/for both state and non-state partners.
• Understanding of social relations and commitment to integrate gender, diversity and other power related issues into program activities.
• Ability to be self sufficient and resourceful.
• Ability and willingness to travel to projects and stay in basic conditions when necessary.
• Computer skills e.g. Word and Excel.

CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
