Introduction
The Director of Finance and Administration will carry out duties designed to meet the objectives of the MSI/KONEKTE project in Haiti from the contracts, financial and administrative management perspective. Pursuant to MSI’s contract with USAID/Haiti and reporting to the MSI/KONEKTE Chief of Party (COP), the Contracts, Finance and Administrative Manager will have the following duties and responsibilities:
Fonctions
Responsible for day-to-day project management of most contracts, and all financial and administrative aspects of the project. This includes: procurement, most sub-contracts, and accounting.
Supervise a team of administration, finance, contract and procurement professionals.
Ensure separation of duties and adequate controls are implemented and adhered to, especially in regards to procurement and financial procedures (checks and balances) and that all reporting and records are maintained appropriately;
Prepare and ensure that monthly QuickBooks data files and expense reports are sent to MSI in accordance with the reporting schedule provided by the Home Office (HO);
Ensure that QuickBooks entries and descriptions (made by Financial Assistant) are consistent with MSI Field Finance Manual;
Prepare the field operational account reconciliation and submit the month-end reports to the HO within 2 working days after the close of the month. All relevant documents should be sent to as well like; bank statements, bank reconciliations, payroll calculation sheet, singed and updated inventory list and signed balance sheet.
Review the monthly field expense report, and ensure its accuracy (by utilizing appropriate checklists) and timely submission to HO;
Ensure that the project adheres to USAID and MSI regulations and that the financial requirements established in contracts are fulfilled;
Mentor and train staff on financial responsibilities and procedures;
Advise the FO Management Team in financial issues and expenditures, budget planning and monitoring;
Provide assistance to the program’s technical staff (when needed) to develop the financial management and operations for the program's beneficiaries/clients;
Maintain the Project’s Operating Budget by entering actual invoices and updating projections in accordance with the work plan, office needs and technical activities;
Develop monthly financial budget forecasts and cash flow projections for program operations and monitor program budgets and deliver budget-to-actual spending variance reports to HO;
Ensure the maximization of the use of project funds;
Coordinate with HO to prepare and review monthly data excel expense reports;
Assist with financial oversight of subcontracts signed by KONEKTE taking into consideration that no payments should be made without having the completed deliverables in the files and the approval of the respective technical component leader;
Ensure that local consultants are only paid after appropriate approvals have been received and technical deliverables approved by the technical representative. Include appropriate approvals, approved contract, amendments, timesheets, expense reports, and invoices in file;
Work with COP or his/her designate and Human Resources/Office Manager (team) to ensure compliance with necessary local statutory requirements (e.g. labor law, social security, taxation);
Supervise and evaluate the work performance of the Finance Assistant, Operations Manager, Procurement Manager, and Administrative Assistants, including annual evaluations and timely feedback;
Assist with project quarterly and annual reporting.
Provide capacity building and training to staff, government staff, and subcontractor staff in the area of management of contractual and financial compliance on government contracts. This includes financial review of subcontractors’ accounting systems, payroll ledgers, invoicing, financial statements, procurement systems and general administrative structures, etc. to ensure proper compliance of accounting for government contracts.
Work closely with MSI partner and subcontracting organizations to strengthen financial and contract management capacity.
Conduct on-site coaching and mentoring.
Develop and monitor internal systems and procedures for local organizations and government agencies ensuring efficient and proper use of resources.
Produce training materials and deliver training sessions to staff, government and local partners.
Fulfil other related duties as assigned by COP
Qualifications Requises
Bachelor’s degree required; master’s degree in management, organizational development, financial management, business administration, or a related field (or the equivalent career experience) is strongly preferred. Master’s degree preferred.
Minimum five (5) years of supervisory experience is required; Three years’ experience in management of finance unit or department preferred.
Experience working with international NGOs and donors, such as USAID preferred
Extensive experience with managing operating budgets
Significant knowledge and experience with QuickBooks, Excel spread sheets and internet
Experience in organizational development and management of USAID programs and/or contracts and complex financial management systems is required.
Know and understand USAID regulations, in particular financial management and procurement regulations
Excellent knowledge of the various US Government contract types.
Excellent knowledge of the FAR (particularly FAR Part 31) and AIDAR is required.
Experience in capacity building and training is required; change management experience is preferred.
Demonstrate initiative and self-motivation in handling all assigned task and the capacity to keep staff motivated.
French and English proficiency strongly required. Creole proficiency strongly preferred.
