Introduction

I. BACKGROUND:

Catholic Relief Services (CRS) is an international non-governmental agency working across multiple development sectors in over 100 countries worldwide since 1943. CRS has been in Haiti for over 63 years with its first office opening in Les Cayes, and now with a central office in Port-au-Prince and sub-office Jérémie. CRS/Haiti’s signature program areas are in 1. Health and social services, 2. Emergency response and recovery, and 3. Agriculture and livelihoods; additional programs include urban programming, education and youth. The CRS Haiti Health department’s current efforts are divided into 2 pillars – Emergency Response and Regular Programming with a health systems strengthening lens. The portfolio includes projects in 1. MNCH/nutrition, 2. child wellbeing, 3. HIV/AIDS, 4. WASH, and cross-cutting in 5. Partnerships and Capacity Strengthening.

Monitoring, evaluation, accountability and learning (MEAL) forms a critical role in program management and is a core competency for the agency worldwide. CRS’ overall vision for MEAL at CRS is for staff to have the best access possible to the agency’s institutional knowledge, reflected in their decision making; CRS staff can provide robust and verifiable answers to questions about what the agency is doing, and the outcomes and impact of its operations.

II. JOB SUMMARY:

CRS/Haiti is seeking a Health MEAL Officer to ensure timely and quality monitoring and evaluation of continuing and/or new program activities, in close collaboration with the Head of Health, the MEAL Director, Health Program/Project Managers, and other CRS staff and partners. The Health MEAL Officer will be responsible for all stages of program data management, including indicator definition, development of data collection instruments, data collection and verification, data analysis, data sharing and feedback to partners. The Health MEAL Officer will ensure that systems are in place to measure programs’ impact and progress, support operational research, as well as contribute to an accountability and learning system.

III. PRIMARY RESPONSIBILITES:

The Health MEAL Officer primary responsibilities include but are not limited to:

Monitoring, Evaluation and Report Writing:
1. Develop and regularly revise MEAL plans and oversee use of MEAL tools for health projects with project staff, to plan, track and review indicators of progress for program implementation, and adjust accordingly
2. Develop data collection instruments based on relevant project indicators
3. Oversee all monitoring activities to ensure quality data is available
4. Conduct national mapping for health projects
5. Carry out or manage the implementation of required evaluations (baseline, impact, final, etc.) and data analysis
6. Ensure MEAL data is available to all PMs and manage effective reporting of indicators to donors and from implementing partners
7. Finalize MEAL sections of program reports, and ensure donor reporting requirements and formats are respected

Accountability and Learning:
1. Contribute to the Country Program’s accountability system
2. Facilitate/coordinate health operations research, in collaboration with supervisors
3. Lead proper documentation and dissemination of assessments, program data, lessons learned and best practices per donor requirements and CRS policies and procedures
4. Ensure timely and accurate reporting to donors and implementing partners/sub-recipients
5. Conduct lessons learned activities (after action reviews, workshops, reflection sessions, community meetings) and share results among program staff

Program Quality:
1. Develop an integrated and standardized MEAL strategy and system for Health, with an emphasis on knowledge and learning, following CRS MEAL policies & procedures
2. Harmonize indicators across CRS and partners
3. Perform Data Quality Assessments (DQAs) and administer Data Quality Control (QC) systems
4. Engage with Health Department staff to develop evidence-based programming and strengthen program impact
5. Collaborate with ICT4D (Information Communication Technologies for Development) staff to identify and promote use of ICT in projects
6. Apply and promote the use of multi-media for documentation purposes including photo stories, videos, audio, testimonials, case studies, systematizations, blogging, etc.
7. Undertake systematic documentation/knowledge management of best practices and lessons learned for sharing and learning across programs in CRS/Haiti
8. Support data collection for key health, WASH and child wellbeing indicators for MSPP, OCHA, UNICEF, CRS, etc. in response to reporting requirements or CRS proposal/project development, as needed

Capacity Strengthening:
1. Evaluate partner staff MEAL capacity, and develop plan for MEAL capacity strengthening and mentorship to partners
2. Design and facilitate trainings for health program and partner staff on MEAL topics
3. Provide technical assistance to program staff on MEAL
4. Serve as a resource to mentor Country Program MEAL staff on health M&E topics

The Health MEAL Officer will not have any supervisory responsibilities.


Qualifications Requises

V. KEY QUALIFICATIONS / DESIRED PROFILE:

• Bachelor degree or higher in a directly related field, such as statistics, quantitative analysis, operations research, etc. – significant work experience in a directly related field will be considered in lieu of bachelor degree;
• Minimum 4 years of relevant professional M&E experience required;
• 1+ years of public health experience required; experience supporting health systems, WASH, child wellbeing, and/or maternal, neonatal and child health preferred;
• Experience working on USAID-funded projects preferred;
• Experience working with a NGO (local or international) preferred;
• Thorough familiarity with the principles and current approaches to M&E using both quantitative and qualitative methods;
• Strong capacity in critical analysis, quality data analysis, planning, and communication, including report writing skills;
• Demonstrated skills in statistical analysis (ACCESS, STATA, SPSS, EpiInfo, etc.);
• Demonstrated M&E field experience with skills in collecting, manipulating, synthesizing and analyzing data;
• Experience in facilitating capacity building efforts of diverse colleagues, including those in local partner agencies;
• Willingness to travel to the field up to 25% of the time;
• Excellent computer literacy (Web, MS Outlook, Word, Excel, PowerPoint, etc.); and
• Oral and written fluency in French and Haitian Creole required; professional proficiency in English desired.

VI. WORK ENVIRONMENT / PHYSICAL REQUIREMENTS:

The Health MEAL Officer will work out of the CRS Head Office in Port-au-Prince, Haiti. Moderate travel to project sites within Port-au-Prince and other areas of Haiti will be required.
