Opportunity
Abt Associates seeks a qualified Procurement & Logistics Assistant to support the Zika AIRS project with the International Health Division in Haiti.

The USAID-funded President’s Malaria Initiative (PMI) Zika AIRS Project (ZAP) supports USAID Missions and Bureaus to plan, implement, monitor and evaluate vector control activities to prevent mosquito-borne diseases (including Zika and Malaria) in African, Latin American, and Caribbean countries where USAID supports vector control efforts. The overall goal of the project is to reduce the burden of vector-borne diseases by enhancing USAID’s ability to implement mosquito control programs on the ground by providing technical expertise, building local governments’ capacity, creating innovative implementation models, conducting cost-effective commodity procurement and logistics systems, and engaging local communities in affected countries.

Under the supervision of the F&A Manager, the Procurement & Logistics Assistant provides technical guidance and overseas all logistics activities for the Zika AIRS Project. This role will lead or/and coordinate all procurement functions and responsibilities for the Port-au-Prince and field offices.


Fonctions

Key Roles and Responsibilities

• Ensure that the Abt & USAID minimum standards of procurement procedures and country policies are implemented.
Procurement Planning and Execution: The Procurement & Logistics Assistant is responsible for generating procurement plans in liaison with various Team Leaders and executing the procurement plans in line with the project’s procedures. Key responsibilities include:
• Definition of commodity specifications in collaboration with the technical team
• Preparation and conduct of local tenders
• Vendor selection and justification
• Receipt and assessment of quotations and the selection of preferred bids

• Vendor Registration: The Procurement & Logistics Assistant will participate in the annual registration of vendors and will be responsible for maintaining the register of vendors.
Inventory Management: The Procurement & Logistics Assistant will manage the SBH inventory database and ensure that all goods are appropriately received and entered in the database. This includes the following responsibilities:
• Receipt and quality control of delivered goods
• Inventory control and monitoring
• Inventory record keeping and reporting
• Advising on reorder levels
• Ensure that all health and safety measures are in place and adhered to at all stores facilities
Customs and Duty Clearance: The Procurement & Logistics Assistant is responsible for ensuring that all goods imported from outside Haiti are appropriately cleared through the Haiti Revenue Authority. This includes the following responsibilities:
• Selection of suitable clearing agents
• Generation of customs letters to USAID for customs stamping
• Receiving of goods and archiving of customs documentation
Services Contract Monitoring and Administration: The Procurement & Logistics Assistant will monitor and track the performance of the various service contracts like office rent, office cleaning, equipment servicing, to include:
• Monitoring service contracts to ensure best value for money
• Monitoring and alerting of renewal notifications
• Provide technical oversight in making sure that logistic activities are conducted according to the Abt Associates guidelines and best practices
Other duties:
• Liaise with Finance Manager to ensure accountability, USAID compliance, expenditure linked to proposals and grants, produce expenditure reports to assist the Finance team with forecasting
• Work closely with project the F&A Manager to identify gaps related to materials, kits, particularly items that must be procured internationally; follow up on procurement process and timely delivery of these items
• Ensures the transfer of technical skills to local institutions
• Participate in logistics activities of the malaria and Zika project
• Perform other additional duties assigned by the project


Qualifications Requises

Preferred Skills / Prerequisites

• 7 years(+) of relevant professional work experience , including at least 5 years of experience directly related to Procurement & Logistics management.
• Prior experience in logistics and procurement management in the NGO sector
• Demonstrated ability to work with minimal direction and supervision
• Demonstrated ability to work as a member of a team with the ability to accept the inputs of other team members
• Good management and planning skills of project tasks
• Produces high quality work in a timely, cost effective manner, and has excellent writing skills
• Excellent organizational, interpersonal communication and computer skills
• Experience with USAID and donor projects is highly desirable
• Strong written and verbal communication skills in English and French.


Minimum Qualifications

(5+) years of experience in logistics and a bachelor degree in administration, management, finance or related field
