Introduction
The Disaster Risk Reduction (DRR) and Resilience Coordinator will play a lead role in defining and implementing DRR and resilience after Save the Children’s DRR & Climate Change Adaptation (CCA) strategy. S/he will be the driver of SC’s renewed focus on DRR&CCA.
• Technical support to oversee and develop the DRR component in SC’s education project Parc Macaya Quality Education Initiative running until September 2018, developing school disasters management plans and committees in the schools as well as working on DRR in curriculum, aligned with the Comprehensive School Safety Framework.
• Lead on the oversight and development of the DRR component of Save the Children’s Phase III response strategy to Hurricane Matthew. This will involve program design and development, training of staff and partners, liaison with government, non-governmental and UN partners in Haiti as well as other Save the Children members.
• Lead on the design of DRR and CCA proposals; DRR and CCA capacity building and training activities; fund raising; and representation in Government coordinated activities, appropriate networks and forums.
• Lead in the development and promotion of child-centered DRR and CCA approaches; working with other thematic specialists to ensure their themes address DRR and CCA; the S/he ensures accuracy in production of all SC reports, proposals and publication in her/his area of responsibility.
• The DRR and Resilience Coordinator will work closely with Program Thematic Coordinators and with the project teams on integration of DRR into thematic areas.
• The DRR and Resilience Coordinator will also participate in SC’s global and regional DRR and CCA collaboration when relevant, and be the contact point for DRR&CCA from SC members.
• Ensure appropriate and effective Monitoring, Evaluation, Learning and Accountability mechanisms and practices for DRR and CCA programing
• Ensure representation of Save the Children at national and DRR&CCA events, coordination and working groups, meetings and other DRR/CCA
Fonctions
Strategic and program development
• Ensure the ongoing strategic development of the DRR and Resilience program
• Part of developing and lead on implementation of the DRR&CCA Strategy.
• Take lead on SC’s strategy development on including DRR and CCA, and input into other thematic strategies to assure the proper inclusion of DRR&CCA.
• Take lead in developing and maintaining in depth understanding of DRR and CCA theme and interrelated sub-themes of the country office, including national policies/policy development, key players in government, INGOs and national civil society.
• Identify and bring in best practices and issues from national and international learning outside the CO
• Take lead in developing new programs in DRR and CCA in close consultation of with other thematic specialists and the programme operations team.
• Support other thematic specialists to include DRR and CCA components in all proposals as relevant.
• Work closely with the Child Protection, Education and health program teams to ensure an integrated program approach, identify ways of maximizing links, sharing of experience and lessons learnt.
• Develop innovative DRR and CCA child centred interventions
• Ensure that regular and effective communications are maintained within the DRR&CCA program, with Regional and global level DRR&CCA Advisors and DRR&CCA Regional Representatives
Technical Assistance and Capacity Building
• Provide overall technical support to the DRR&CCA program: ensure that all Program staff demonstrate a minimum level of capacity in core DRR&CCA areas and provide overall leadership and coaching in technical areas.
• Identify gaps and staff development needs with regard to the technical capacity of program staff and partners, considering the relevant Human Resource Profile.
• Ensure quality of programs in the field, including a focus on the most marginalized children.
• Ensure timely and quality DRR and CCA technical support is available to the programme implementation team on DRR and CCA programmes and activities.
• For DRR and CCA define and /or set Minimum Standard of key interventions
• Make extended field visits to the South region to support the development and implementation of the DRR component of the PMQEI project and Matthew response.
• Regular field visits to DRR/CCA projects in regions, to a sample of projects to check the quality, identify best practices, identify issues to be addressed, and give technical advice to programme operations team.
• In consultation with HR Department and programme operations thematic managers take lead in planning and organizing the delivery of capacity building of SC staff and partner staff as required for DRR and CCA.
Advocacy, Networking and Representation
• Develop SC’s position on child centred DRR and CCA programming and advocate for policy changes and implementation with support from CRG/advocacy coordinator and other thematic specialists.
• Expand and strengthen relationship with relevant government agencies
• Represent SC among donor’s communities, government and other national and international forums as relevant
• Lead in the development of strategic Partnerships with the UN and other development partners in the area of DRR & CCA
• Help to identify and develop partnerships with national CSOs for collaboration and joint work on DRR & CCA
• Design, facilitate and participate in national and international workshop for disseminating proven evidence.
• Share key DRR & CCA advocacy messages with the other programs and work to ensure that issues and messages are integrated into all program areas and are reflected during representation.
Monitoring, Evaluation, Accountability and Learning working in close collaboration with MEAL
• Take lead in and ensure timely evaluation/review of DRR and CCA projects/programs and ensure recommendations are systematically addressed, including through program design
• Organize the documentation and generation of evidence of best practices in DRR and CCA, and disseminate them to relevant stakeholders nationally and internationally
• Ensure the gathering of baseline data for all new projects and the overall CRG program
• Ensure documentation (through written accounts, photographs and other media forms) and sharing of processes, lessons learnt and outcomes from the DRR and CCA program
• Ensure the production of high quality DRR and CCA reports for Save the Children and donors within agreed reporting schedules as required.
• Ensure that effective monitoring, evaluation, accountability and learning mechanisms are built into the DRR and CCA program: develop an overall M&E plan for the DRR and CCA program, monitor progress against expected results identified in the ITPP Matrices, provide inputs and validate DRR and CCA project M&E plans, ensure that action plans are developed and implemented to follow up recommendations from project/program evaluations and ensure the implementation of a bi-annual learning event for the DRR and CCA program.
Other
• Review DRR and CCA related project reports so that they are in line with the log frame and support the objectives of the project
• Write the DRR and CCA section of reports based on the compiled information provided by programme operations department.
• Spearhead in exploring additional funding sources to pilot and scale up proven DRR and CCA interventions as per Theory of Change in close consultation of the Members Offices and other themes.
• Develop project proposals in close consultation of other departments and the programme operations team.
• Significant other duties as requested by the PDQA
• Comply with Save the Children policies and procedures with respect to child safeguarding, fraud and dishonesty, anti-bribery, health and safety, security, equal opportunities and other related policies.

Qualifications Requises
Master Degrees or equivalent in natural resource management, environmental sciences, resource economics, engineering, social sciences or other fields relevant to DRR and CCA
Essential
• At least five- seven years of job experience in DRR and/or CCA or related fields
• Demonstrated significant experience in project design and advocacy
• Prior experience in working with NGOs/civil societies and government counterparts
• Proven sound strategic thinking and planning skills, including ability to think creatively and be innovative, set priorities, manage work plans and evaluate progress.
• Good report writing skill.
• Good interpersonal skills including verbal and written communication skills.
• Fluent in Creole, French and English
• Experience with a rights based approach is an asset
• Experience in working with and/or for children, and a child-centred DRR&CCA is an asset
• Experience with working with education and/or protection is an asset.
Desirable Criteria
Understanding of DRR and CCA resourcing and financing issues
Experience working with government and a decentralized government system

Child Safeguarding
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
