Introduction

Background: The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.

The Delivery officer will play a role in tracking & monitoring all upcoming orders planned for Haiti under GHSC-PSM and ensure customs clearance in coordination with the Shipping Officer.


Fonctions

Principal Duties and Responsibilities (Essential Functions)

1. Ensure the Forecasting & Quantification department and other partners are informed on the status of their orders and on their availability when customs cleared arrived at GHSC-PSM warehouse.
2. Monitor regularly the status of all orders and prepare regular tracking reports on all commodities ordered
3. Maintain a robust tracking system in order to have updated status of all shipments from pick up at supplier premises to delivery to GHSC-PSM warehouse
4. Maintain a filing system for all documents related to shipment and ensure ERP system is updated with relevant data for issuance of related documents
5. Monitor the performance of all actors in the Shipping/clearance process
6. Support the Shipping Officer in liaising closely with the broker to ensure that all shipments are cleared and delivered in a timely manner
7. Ensure entire Shipping & delivery files are archived as outlined in PSM Standard Operating Procedures (SOPs)
8. Check suppliers’ invoices and PODs and arrange payment within the negotiated timeframe
9. Prepare and submit tracking documents, report or other relevant documentation as requested by the donor or internal superiors.
10. Assist the Procurement Manager and officers in their administrative tasks
11. Perform other Procurement related tasks as assigned by supervisor


Qualifications Requises

Job Qualifications

 Bachelor’s degree in Logistics, Management, Cargo Shipping or related field.
 At least 3 years administrative experience preferably shipping and delivery
 Strong organizational skills and ability to perform multiple tasks simultaneously, set priorities and work in a team with diverse cultural backgrounds.
 Self-driven with a high sense of quality, accuracy, efficiency and meeting tight deadlines.
 Experience and knowledge of international logistics preferred.
 Fluent in French, Creole and (technical) English.
 Strong computer skills, including knowledge of Windows and Microsoft Office applications including Outlook, Word, Excel and PowerPoint.
