Nearly seven years after the January 2010 earthquake, the development response in Haiti continues to evolve. Catholic Relief Services (CRS) has been operational in Haiti since 1954, implementing a variety of programs ranging from emergency response to sustainable development depending on the evolving needs and dynamics within the country. CRS’ current portfolio focuses on urban/youth development, agricultural production and value-chains, quality education, health, and disaster risk reduction. With the aid landscape shifting in Haiti, and in line with the CRS LACRO’s strategic sector influence planning process, CRS seeks to invest in sector influence planning and strategic communications with the goal of influencing systems and structures for impact at scale, building and strengthening strategic partnerships and alliances, and promoting CRS’ contributions to the development of Haiti.

JOB SUMMARY:
The CRS/Haiti Sector Influence and Communications Coordinator (SICC) will be responsible for coordinating the development of the sector influence plans for each of the CRS/Haiti Country Program priority sectors (Agriculture, Health, Education, and Urban Youth). Working in close collaboration with CRS’ program staff and management team, the SICC will guide the development of the sector influence plans through the 4 predefined stages, ensuring that deliverables are met and adjusted as needed. This will involve both strong internal relationships within CRS, as well as multiple relationships and interactions with the private, public, and multilateral sectors in Haiti.
To support the Sector Influence Plans, the SICC will also be responsible for implementing CRS Haiti’s Strategic Influence Plan, developed by the Strategy and Growth Manager and senior management. In this role the SICC will liaise with and manage external consultants in photography, video, design, printing, and event execution in support of the communications and influence plans and will build CRS staff capacity in communications. Other functions will include media relations and PR, in collaboration with any CRS’ contracted marketing firms. The SICC is a key member of the CRS team, supporting Program Managers to execute strategic communications about their projects in an effort to sustain and grow initiatives.
Through their role and responsibilities, the SICC will play a key role in CRS’ brand and identity management in Haiti, in line with guidance and procedures from CRS’ global headquarters in the U.S.
KEY RESPONSIBILITIES:
1. Sector Influence Plans: The SICC will be the key contact for the facilitation of the Sector Influence Plans, and, in collaboration with the Strategy and Growth Manager, will be responsible for working with each sector lead to facilitate planning sessions and draft the Sector Influence Plans for senior management and regional review and approval.
2. Sector Influence Best Practices: The SICC will be expected to work with the Strategy and Growth Manager and LACRO sector influence team to assure that best practices for sector influence planning are included as part of the planning sessions, including garnering lessons from other countries and applying them to CRS Haiti.
3. Sector Influence Reporting: The SICC will be expected to provide periodic updates to senior management and the region about the status of the sector influence plans, including Stages completed as well as any issues that need troubleshooting.
4. Crafting Messages: Assist project staff to craft strategic messages about their programs for a variety of targeted audiences and build their capacities at utilizing these messages in diverse settings, from meetings and publications to events. Where applicable, work closely with contracted marketing firms on the development and execution of these messages.
5. Staff Capacity Building: Train designated staff in key skills and competencies necessary to execute the communications plan effectively and monitor their use of these skills, identifying areas for future strengthening.
6. Execution of Communications Plan/Project Management: Take responsibility for the execution of the communications plan in a timely way. Execution of the plan shall be in accordance with industry standards, and in full compliance with CRS’ policies, procedures, and guidance documents from CRS/Headquarters. It may require liaison with and management of contracts with photographers, videographers, designers, printers, event organizers and similar service providers among other coordination and management duties, as well as coordination with CRS/Headquarters.
7. Knowledge Management: Archive photos, videos, fact sheets, training materials, and other communications documents on CRS’ Sharepoint site or other format and ensure they are accessible to program staff in a timely way.
8. Representation & Networking: Keep informed of initiatives and programmatic directions in the international and national NGO community in Haiti. Attend national and international organization events to represent CRS and its programs.
9. CRS Identity and Brand Management: Ensure that all project communications are appropriate for the Country Programme's strategy, identity, and the changing operational environment in Haiti, including, but not limited to CRS’ project sites, project documents, video and visual pieces, and media-products. Take leadership in ensuring that all project communications are consistent with CRS’ branding and publications guidelines, global best practice, the donor requirements, and assure that the Catholic identity of CRS is maintained throughout communications when necessary.
10. Reporting Activities: Keep CRS’ Regional MarCom Manager regularly updated on key communications events, programmatic developments, success stories, high-profile visits, etc., for onward communication to CRS/Headquarters and potentially the U.S. Media.

Supervisory:
None. The candidate is expected to take full responsibility for the execution of tasks without an assistant or other subordinate.
Internal:
Country Representative, Head of Programs, Sector Leads (Youth/Urban, Health, Education, Agriculture, Emergency), other program and project managers, Strategy and Growth Manager, Regional Technical Advisor for Growth, Regional Information Officer, and CRS’ Communications team at CRS/headquarters, including the publications department, design team, and communications officers, and regional technical advisors as appropriate.
External:
Relevant GOH Ministries, Multilateral Agencies, CBOs, the Catholic Church and other Faith Based Organizations, Communications, PR, and marketing firms; consultants/contractors in photography, videography, design, printing, event organizing; Haitian media; and local and international organizations.
Qualifications Requises
QUALIFICATIONS:
Technical/Professional
● Minimum of 5 years’ experience participating in the development of strategic growth and/or annual plans within an organization that manages multiple relationships with the Private, Public, multilateral and community sectors.
● Demonstrated ability in project management, particularly the execution of annual plans, strategic plans, communications and marketing plans and events.
● Ability to work within departments and extract, quantify, qualify and synthesize information from a wide variety of external and internal sectors.
● Ability to transfer knowledge and skills formally and informally to diverse audiences;
● Ability to track and adjust deliverables using feedback from multiple actors and partners
● Experience implementing communication or promotion plans, and adjusting to changing circumstances or needs
● Excellent written and oral communication skills, fluent in English, Haitian creole and French.
● Able to travel within the country (approximately 20%).
Education:
Bachelor’s degree in administration, program management, communications, or a similar field.
Significant work experience in a directly related field will be considered in lieu of graduate degree.
