Introduction

The USAID-funded President’s Malaria Initiative (PMI) the Zika and Africa Indoor Residual Spraying (ZAP) Project supports USAID Missions and Bureaus to plan, implement, and monitor and evaluate vector control activities to prevent mosquito-borne diseases (including malaria and Zika) in African, Latin American, and Caribbean countries where USAID supports vector control efforts. The overall goal of the project is to reduce the burden of vector-borne diseases by enhancing USAID’s ability to implement mosquito control programs on the ground by providing technical expertise, building local governments’ capacity, creating innovative implementation models, conducting cost-effective commodity procurement and logistics systems, and engaging local communities in affected countries.

In the Department de Nord, ZAP works in the Communes of Quartier Morin, Plane du Nord, Acul de Nord, and Milot through community-based vector control. Field activities include door-to-door larviciding, environmental management, capacity building, entomological monitoring and community education and engagement. Strong skills in organization, logistics, human resource management, communication and social mobilization and engagement are required. The work of the Technical Manager and Department Leader for ZAP/Nord Department is to oversee all aspects of the ZAP project in the Nord Department of Haiti. The Technical Manager and Department Leader will also assist with ZAP activities in Artibonite and Ouest Departments, and other duties and responsibilities as required by the ZAP-Haiti Office.

Under the supervision of the Chief of Party and the ZAP/North director, the Technical Manager/Coordinator is responsible for the implementation of ZAP’s Entomology, Vector Control, Environmental Compliance and Government Capacity building program. Specific duties and responsibilities include the following:


Fonctions

1. Overall leadership and management of ZAP-Nord activities at department and commune-level

• Establish the ZAP regional office in the North Department.
• Establish the ZAP project organizational structures, management, and communications systems and coordinate their operationalization in the North Department.
• Work with ZAP Haiti to integrate Abt Associates financial management and reporting systems into the ZAP project.
• Provide direct supervision of all ZAP-Nord staff, including development and monitoring of monthly activity plans.
• Ensure staff retention and effective implementation of all ZAP-Nord activities.
• Ensure staff competence, adherence to ZAP-Haiti rules and regulations and abidance to Haitian law for all activities.
• Oversee staff capacity building, and conduct regular re-fresher trainings with staff as needed.
• Assist in organizing and leading ZAP-Nord trainings.
• Coordinate with MSPP and other government organizations and NGO partners
• Maintain financial records and ensure financial accountability, as needed by ZAP-Haiti Office and Abt Associates.
• Communicate and coordinate effectively with the ZAP-Haiti Office, including prompt reporting of problems and challenges.
• Assist with training, management and operations in other ZAP departments of operation, including Artibonite and Ouest Departments.

2. Vector Control Larviciding

• Oversee the hiring of all VC Supervisors, Team Leaders and Technician staff.
• Provide leadership and assistance with the supervision and management of all VC staff.
• Organize and coordinate logistics with the ZAP-Haiti Office, including for VC equipment, materials and transportation for commune staff.
• Ensure effective larviciding activities and data collection.

3. Community Education and Engagement

• Oversee the hiring of all VC Education and Engagement staff, and effective work implementation.
• Oversee the development and implementation of a results-orientated and commune-specific community mobilization and engagement plan, with timeline and targets.
• Oversee logistics with the ZAP-Haiti Department Office for Education and Engagement equipment, materials and transport.
• Engage, coordinate and maintain good relations with community-based groups and organizations and all government bodies, including MSPP, municipal and cultural leaders and health clinics, schools, markets and religious institutions.
• Ensure effective implementation of all community education and engagement activities.

4. Environmental Cleanup

• Provide leadership and assistance with the supervision and management of all EC Technicians.
• Develop and implement a results-orientated and commune-specific EC plan, with timeline and targets that is fully integrated with the VC and VC Education and Engagement Plan.
• Organize and coordinate logistics with the ZAP-Haiti Office, including for EC equipment, materials and transportation.
• Ensure effective EC activities and data collection

5. Entomological Surveillance

• Provide leadership and assistance with the supervision and management of all Entomological field staff and supervisors.
• Oversee workplan development of entomology staff, in coordination with other ZAP staff.
• Organize and coordinate entomological logistics with the ZAP-Haiti Office, including for equipment, materials and transportation.
• Ensure effective Entomological activities and data collection

6. Monitor & Evaluation

• Oversee the hiring of all ZAP-Nord M&E staff
• Organize and coordinate all monitoring and evaluation activities at department-level
• Ensure prompt collection of M&E data and reporting to the ZAP-Haiti Office
• Conduct periodic stakeholder meetings with key community partners at commune-level as part of M&E activities
• Participate in staff evaluations and program evaluations


Qualifications Requises

• Master’s Degree in Public Health ( preferably supported by a doctor, nursing background)
• At least 6+ years of relevant professional experience, including experience in environmental clean-up and insecticide use and management.
• Previous vector control program experience desirable.
• Skill in training, coaching, and influencing
• Experience in MS Excel and mobile-based data collection desirable.
• Experience and familiarity with USAID and local government.
• Strong analytical and report writing skills.
• Strong written and verbal communication skills in English are highly desirable.
