CASB Management Structure
Centre d’Agriculture Saint Barnabas (CASB) as an institution has been established in the Northern coastal region of Haiti by the Episcopal Diocese of Haiti as part of its overall commitment to the betterment of the lives and fortunes of the people within that region and to Haiti overall. As the founding organization for CASB, the Episcopal Diocese of Haiti provides the overall governance, and institutional oversight and interface between CASB and supporting partners wherever they may be located.
The CASB Stakeholders Group (CSG), acting in an advisory role to the CASB, works with the Episcopal Diocese of Haiti Standing Committee to establish a Development Plan and Project Schedule to implement the approved CASB Revitalization Plan and manage all collaborative arrangements made by the Episcopal Diocese of Haiti; e.g., the BeTheChangeHaiti, S.A. (BTCH) or similar organizations.
Direct management of CASB is provided by the CASB Director (the “Director”), who, as an employee of the Episcopal Diocese of Haiti, reports directly to the Standing Committee of the Diocese of Haiti until such time that a CASB Board of Directors (the “Board”) is established. Upon establishment of the Board, the direct reporting relationship of the Director will change to the Board, while remaining an employee of the Diocese.
Fonctions
A. Reporting Structure
• The Director is accountable to the to the Diocesan Standing Committee (and eventually to the CASB Board of Directors) for the effective management of the CASB agriculture technology college
• The Director is accountable to the Diocesan Standing Committee for executing the Development Plan approved by the Standing Committee in coordination with the Board and for obtaining their approval for any changes to the Plan or Project Schedule.
• The Director, is an ex-oficio member of the Board with responsibility to act as the overall manager of the CASB to the Board for all school organizational, administrative, and educational School matters; including agricultural operations, student recruitment and retention and alumni affairs, and to provide to the CASB Board various scenarios and programmatic proposals to implement the Revitalization Plan, to increase enrollment and to maximize the productivity of CASB property.
• The Director is responsible for ensuring compliance with all relevant policies and legal requirements with transparent and accurate fiscal accountability.
B. The Essential Job Duties of the CASB Director are:
For Academic Operations:
• Select and hire properly qualified persons to serve as members of the faculty, staff, and administration and for those key hires of School staff who may interface regularly with the CASB Board in an ex officio status.
• Responsible for all matters regarding employment, retention, and dismissal of personnel; including specifically:
o Holding regular meetings of the faculty and staff.
o Ensuring that the policies and programmatic objectives of the Board are understood and followed.
o Making job assignments and detailing responsibilities and expectations.
o Maintaining employee personnel records.
o Establishing written performance standards and expectations.
o Periodically evaluating the performance of all staff, providing documented feedback, and where appropriate detailing corrective action.
o If necessary, and in coordination with the Board, taking disciplinary action up to and including dismissal.
• Working with the Board to develop job descriptions and an employee handbook, set salaries and execute employment contracts; establish disciplinary policies and standards of conduct.
• Collaborate with CASB Manager of Academic Operations to set pedagogical objectives and format, develop curriculum, and establish criteria to evaluate its effectiveness in meeting those objectives.
• Monitor curriculum, grading, testing, and reporting to parents; conduct periodic program evaluations; and ensure that any required reports to external agencies are timely submitted by responsible staff.
• Work collaboratively with faculty and staff to maximize the use of operations and academic facilities and equipment, and to create a healthy and productive academic education environment for the students, faculty, and supporting staff.
For Agricultural Operations:
• Collaborate with the CASB Manager of Field Operations to develop a program to:
o balance the use of field, orchard, and animal husbandry operations and farming facilities and equipment between educational and income-producing activities, and
o establish an effective program to maintain viable farming and farm services operations to meet the School’s income requirements.
• Ensure that all CASB contractual commitments for crop production and sales are met, providing timely notification to the Board of any potential failures to meet commitments, as well as proposed corrective actions. Effective collaboration with the CASB Manager of Field Operations will be essential to successfully fulfilling this essential job duty.
For Overall Financial Management:
• Encourage collaboration between the Managers of Academic and Field operations with the CASB Accountant to develop working relationships that support compliance with CASB Accounting Procedures, and to maintain an accurate and full record of all CASB financial transactions.
• Ensure all monies deposited into CASB accounts are managed in compliance with CASB policies and procedures, especially in regard to the separation of institutional and commercial income and expenditures.
• Ensure all required reports are timely and accurately completed, and that any discrepancies or failures to reconcile accounts are promptly investigated and resolved.
• Supervise the CASB Accountant in the preparation of preliminary and final budgets; regularly monitor income, expenditures, collections, and cash flow; maintain compliant financial records; and oversee the employee benefit program.
• Ensure cooperation with the Auditor during all scheduled and unscheduled financial and organizational audits directed by the Board.
• Collaborate with the Board to develop program proposals to fund facilities maintenance and operations, food and other student services; and to maximize agricultural operations to move CASB toward financial self-sustainability.
• Collaborate with the Board in development and fund raising, and alumni and partnership affairs.
C. The General Duties of the CASB Director include (but are not restricted to) the following:
• To embody, manifest, and advocate the mission of the school.
• To articulate the vision for the school and its future.
• To monitor and address all matters of school climate and culture
• To manage the competing demands of the various constituencies of the school.
• To work with the Board, it’s Spokesperson, and its committees in carrying out established school policies; to review those policies and make recommendations for changes; to attend meetings, prepare reports, maintain board records, and keep the Board informed on all aspects of the School’s operation.
• To represent the school to all of its constituents including neighborhood, parents, students, alumni, business community, faculty, and staff.
• To represent the school in its relations with community, regional, parish, diocese and national agencies and with regional, and national educational organizations and accrediting agencies.
• To act as the School graduate counselor in planning for an appropriate program for post-graduation higher education guidance and admissions.
• To act as liaison with the other organizations to ensure fulfillment of the School’s contractual obligations; to coordinate schedules, arrange for rentals, and coordinate procedures where the interests of both organizations are involved.
• To perform other duties as assigned either by the Episcopal Diocese of Haiti Standing Committee or the Board within their current role as the governing body of the CASB.
Qualifications Requises
Bachelors degree in business, administration, management, agriculture management, accounting or a related field (Masters a plus)
Experience in working in agriculture, higher education, and/or non-profit management
Experience in working in cross-cultural settings, including with international NGOs
Strong communication skills, written and verbal
Ability to work on a variety of projects and tasks simultaneously, maintaining long-term perspective and strategy while also maintaining focus on detailed work
Ability to manage other employees and maintain a productive, respectful and collaborative work environment
Proficiency in French, Creole and English
