Introduction
The US Agency for International Development (USAID)-funded Appui à la Valorisation du Potentiel Agricole du Nord, à la Sécurité Économique et Environnementale program (AVANSE) is a five-year, $87.8 million project designed to catalyze inclusive, sustainable economic growth in a potentially highly productive agricultural area. The program is based in Haiti’s Northern Corridor / Cap-Haïtien and works to increase agricultural incomes.
The Grants officer will support the AVANSE Grant program activities from the time of application to approval, monitoring of grant performance, preparing request and justification for modifications, certifying grant completion and recommending close out.
He/her will coordinate Grants and procurement commodities distributions to beneficiaries.
Fonctions
• Serve as the main point of contact on the AVANSE project for grant development, implementation, monitoring and close out;
• Coordinate closely with all technical teams in the grants development process, provide guidance in the solicitation process, the selection of grantees and the selection/design of an appropriate award mechanism;
• Draft requests for application (RFAs) and Annual Program Statements (APS), if necessary, distribute to potential grantees;
• Review grant budgets for allowability, reasonableness of costs and conduct negotiations, if necessary;
• Conduct or participate in pre-award responsibility and due diligence activities, including Financial Capability assessments for grantees and FAA eligibility checklists;
• Draft selection memos and conduct research, if necessary, to support justifications for exception to competition;
• Draft grant agreements and obtain all necessary approvals from Headquarters and USAID;
• Provide kick-off meetings/trainings to new grantees on the terms and conditions of the grant;
• Monitor the implementation of the grant and address any challenges that may arise;
• Review receipts of deliverables, invoices and processing of payments;
• Ensure completeness of each grant record in TAMIS and prepare the files to be ‘close out’ ready;
• Supervise grant assistant(s) and provide appropriate guidance and delegation of tasks;
• Conduct other tasks as required by the Grants, Subcontracts and Procurement Manager.
Qualifications Requises
- Bachelor’s degree in business, finance, project management, or related field required;
- At least 3+ years of professional experience in grant management, procurement, or finances or equivalent;
- Familiarity with USAID administrative procedures is required;
- Prior experience on donor funded projects required;
- Demonstrated ability to work and coordinate effectively with a wide variety of colleagues and independently;
- Demonstrated ability to communicate well, verbally and in writing;
- Experience in commodities distribution is preferred;
- Fluency in French, Haitian Creole is required and English is preferred.
