Frequent contact with: ARC’s Program Managers and Deputy Program Managers, Canaan Infrastructure Manager, ARC Technical Advisors, ARC HMR Field Coordinator in the South and all other Red Cross staffs.

Location: Port-au-Prince with frequent travels to all ARC programs sites

Purpose: The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.
The American Red Cross (ARC) provides support for the various relief and development projects in Haiti. The ARC Haiti Assistance Program (HAP) was established to direct the organization’s response to the 2010 Earthquake. HAP activities focus on integrated community recovery and preparedness interventions working within the Red Cross/Red Crescent network, particularly with the Haitian Red Cross (HRC) and through external partners.

Position Background
The Senior WASH Technical Advisor will provide strategic guidance and technical support to ARC’s interventions in the water, sanitation and hygiene sector. S/he will work closely with ARC programs to oversee all WASH related interventions within the delegation and provide leadership as necessary.
The senior WASH Technical Advisor is expected to have extensive experience working and coordinating interventions with national authorities, notably DINEPA’s different structures as well as municipalities. S/he will be responsible to ensure sound coordination with the Haitian government’s entities as well as partners in the WASH sector.
The Senior WASH Technical Advisor will be in charge of the monitoring of all WASH related projects implementing through partners. S/he will closely coordinate with WASH related partners to ensure that projects are efficiently being implemented with regard to the defined scope as well as the allocated time and budget. The senior WASH Technical Advisor will support innovative initiatives that promote effective management of infrastructures in coordination with the different stakeholders.
The Senior WASH Technical Advisor will be strongly motivated to support ARC’s programs activities and will strive to strengthen the coalition of diverse stakeholders (government, communities, international agencies and private sector). S/he will ensure internal coordination with other key sectors, particularly in terms of shelter for the Hurricane Matthew Response in the South but also with regards to emergency response plan in coordination with the DRR Technical Advisor.
S/he will be very well organized, accountable to deadlines, and able to work both independently and as part of a team. The Senior WASH Technical Advisor will proactively identify challenges, be flexible to changing conditions, and effectively solve problems as they arise.


Fonctions

Specific responsibilities
The Senior WASH Technical Advisor responsibilities include but not limited to:
- Represent ARC in all internal and external technical discussion related to Water and Sanitation
- Provide strategic guidance to the development and implementation of ARC’s interventions to support water access and sanitation improvement in targeted communities.
- Advise program managers and program teams on best practices in program design, implementation and monitoring of WASH related activities.
- Contribute to ARC’s emergency, post-disaster response and recovery interventions including representing ARC in relevant coordination mechanisms, undertaking joint WASH assessments and preparing recovery interventions in collaboration with the Red Cross movement and other partners.
- Actively develop relationships and participate in networks with Red Cross Movement, government, NGO, and private sector stakeholders to advance ARC’s WASH strategies.
- Prepare briefing papers, concept notes, and proposals as required to advance programming in water access, sanitation improvement and hygiene promotion.
- Monitor the implementation of ARC programs in sectors of expertise as assigned. Track progress of work plans, targets and indicators; provide program teams and/or partners with feedback on the progress and options to improve progress to better align activities for the delivery of results.
- Manage partner relations to ensure good programming outcomes. Conduct regular partner monitoring field visits, prepare reports and advise senior management on key issues requiring their inputs.
- Lead initiatives for internal knowledge management in sector of expertise, including within HAPs, ARC Regional and NHQ, as well as contribute to external Haiti-wide initiatives. Gather and disseminate knowledge in WASH sector, document and share best practices and lessons learned, and follow-up to support application of best practices in ARC’s programs.
- Collaborate closely with other ARC programs and sectors as well as with Communications, AMEL and Operations to ensure integrated programming and promotion of organizational approaches/procedures.
- Carry out assessments in targeted areas to inform and assist in the preparation of Terms of Reference for the different activities related to water and sanitation.
- Review and comment on revision of proposals, drawings, budgets, bill of quantities and cost for water and sanitation activities of partners.
- Interact closely with health technical support team, as necessary, to establish a coherent balance between software and hardware activities related to water and sanitation.
- Ensure good coordination and maintain strong relationship with national authorities (such as DINEPA, MSPP and municipalities), WASH partners, Haitian Red Cross and other PNSs as necessary.
- Provide technical and capacity building support including supervision, training and mentoring in the planning, management and implementation of water and sanitation programs.
- Work closely with partners to identify and solve gaps in WASH related activities.
- Support the development of strategic plan and technical trainings on hygiene promotion
Additional duties

- Support the realization of overall ARC HAP goals through effective teamwork and occasional cross support to other programs.
- Promote clear and effective communication through regular administrative documentation of work progress.
- Understand and implement the Core Principles of the Red Cross Red Crescent Movement.
- Develop a good working relationship with HRC.


Qualifications Requises

General Skills, Qualifications and Experience
- Bachelor degree or higher in Civil Engineering, Hydraulic, Water Resources Management or any related field.
- 7+ years of relevant working experience in INGOs or the private sector implementing / coordinating WASH related activities.
- Experiences in coordinating activities with national authorities (such as DINEPA, MSPP and Municipalities) required
- Experience in monitoring of WASH programs and managing relations with implementing partners preferred
- Experience conceiving and delivering trainings on WASH related topics preferred
- Experience in working for the Red Cross/Red Crescent or other international humanitarian organization preferred
- Demonstrated ability to work effectively with communities, government, private sector, women organizations, youth organizations and other stakeholders at local and national level required
- Willingness to learn and innovate, flexibility, dedication and creativity required
- Ability to work to meet deadlines in multiple tasking environments required
- Willing and able to travel whenever required for work purposes required
- Excellent interpersonal, facilitation, and communication skills required
- Good French, Creole speaking and writing skills required
- English proficiency desirable
- Excellent command in Microsoft Office programs required
