Introduction
JSI Research and Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world. Our organization is currently seeking Deputy Chief of Party/Finance and Administration (DCOP/Finance and Administration) candidates for a possible award of the USAID-funded Health Service Delivery (HSD) Program in Haiti. Should JSI be the successful bidder, our team will work to improve the health status of communities across Haiti through collaboration with the Ministère de la Santé Publique et de la Population (MSPP) both at the central and departmental levels to advance two interrelated objectives: 1. Increase utilization of quality, essential health services in line with the MSPP’s approved Package of Essential Services (PES) at both health care facilities and community levels; and 2. Strengthen local management and operational capacities to deliver health services.
Should JSI be the successful bidder, the DCOP/Finance and Administration will be a full-time position based in Port-au-Prince, Haiti. S/he will manage the finance activities of the project and supervise the procurement, finance, human resources, and administrative staff. S/he will be supervised by the COP.
Fonctions
Major Duties and Responsibilities:
- Ensure that adequate and appropriate internal controls are in place in compliance with USAID policies and procedures to meet generally recognized accounting standards;
- Manage all bookkeeping, bank accounts and cash flow, and manage project funds for appropriate execution of the project;
- Track project expenses and prepare monthly financial reports and annual budget projections;
- Manage the financial and administrative aspects of all sub-agreements under the project as well as managing all financial aspects of the project; and
- The incumbent shall serve as the principal point of contact to USAID in these areas.
Qualifications Requises
Required Qualifications:
- A minimum of a Master’s Degree, ideally in Finance, Business Administration, Procurement, or related area (exceptional relevant experience, including a minimum of 15 years managing the implementation of development assistance programs may be considered in lieu of an advanced degree);
- Minimum of 7 years of progressively responsible work experience in managing large grants with international health NGOS and/or PVOs, preferably in the Caribbean;
- Strong understanding and experience with USG acquisition and assistance instruments, policies and procedures and requirements;
- Minimum of 8 years of experience working in the health sector and successfully managing a fast pace multi-disciplinary team to achieve development results
- Minimum of 3 years of experience in managing large multi-million dollar US Government and/or donor-funded projects from design to implementation to completion in developing countries, preferably with some of the experience in Haiti;
- Required fluency in French and English; and
- Strong oral and written communication and presentations skills in French and English.
Preferred Qualifications
- Minimum of 3 years preferred experience in the management of a results-based financing program in public health; and
- Working knowledge of Haitian Creole.
