Introduction

JSI Research and Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world. Our organization is currently seeking Technical Director candidates for a possible award of the USAID-funded Health Service Delivery (HSD) Program in Haiti. Should JSI be the successful bidder, our team will work to improve the health status of communities across Haiti through collaboration with the Ministère de la Santé Publique et de la Population (MSPP) both at the central and departmental levels to advance two interrelated objectives: 1. Increase utilization of quality, essential health services in line with the MSPP’s approved Package of Essential Services at both health care facilities and community levels; and 2. Strengthen local management and operational capacities to deliver health services.

Should JSI be the successful bidder, the Technical Director will be a full-time position based in Port-au-Prince, Haiti. S/he will be supervised by the Chief of Party.


Fonctions

Major Duties and Responsibilities:

- Provide technical leadership on strategic planning and annual work planning to ensure HSD’s contribution to improving the health status of communities across Haiti;
- Provide technical leadership and guidance to maximize integration and synergies of the objectives and strategies of HSD;
- Direct oversight role in the quality of technical direction that activities take;
- Provide technical leadership in developing effective and efficient technical and service delivery models;
- Provide technical leadership and guidance to identify and address capacity strengthening needs of HSD technical personnel;
- Ensure and direct the development of regular and timely programmatic updates and reports across all HSD technical components;
- Lead knowledge management and documentation of key lessons and best practices within HSD. Including the ability to research and quickly disseminate relevant, emerging and existing evidence-based practices and models;
- Provide representation of HSD as appropriate and necessary with relevant internal and external counterparts, partners and stakeholders;
- Administer and manage technical service planning throughout the program lifetime; and
- Address ad hoc technical challenges related to health services throughout the program.


Qualifications Requises

Required Qualifications:

- A minimum of a Master’s Degree, ideally in Public Health or related area (exceptional relevant experience, which includes a minimum of 15 years managing the implementation of development assistance programs may be considered in lieu of an advanced degree);
- Minimum of 8 years of experience working in the health sector and successfully managing a fast pace multi-disciplinary team to achieve development results;
- Minimum of 3 years of experience in managing donor-funded projects from design to implementation to completion in developing countries preferably with some of the experience in Haiti; and
- Required fluency in French and English.


Preferred Qualifications

- Minimum of 3 years preferred experience in the management of a results-based financing program in public health; and
- Working knowledge of Haitian Creole.
