JSI Research and Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world. Our organization is currently seeking Monitoring and Evaluation Director candidates for a possible award of the USAID-funded Health Service Delivery (HSD) Program in Haiti. Should JSI be the successful bidder, our team will work to improve the health status of communities across Haiti through collaboration with the Ministère de la Santé Publique et de la Population (MSPP) both at the central and departmental levels to advance two interrelated objectives: 1. Increase utilization of quality, essential health services in line with the MSPP’s approved Package of Essential Services (PES) at both health care facilities and community levels; and 2. Strengthen local management and operational capacities to deliver health services.
Should JSI be the successful bidder, the Monitoring and Evaluation Director will be a full-time position based in Port-au-Prince, Haiti. S/he will be responsible for the overall management and technical oversight of the monitoring, evaluation, learning support and research efforts for the program. S/he will be supervised by the COP.
Fonctions
Major Duties and Responsibilities:
- Develop monitoring, evaluation and reporting (MER) systems that include appropriate indicators, baseline data, targets and a plan to evaluate performance and produce timely, accurate and complete reporting;
- Use evidence from project M&E and other available data sources to provide strategic direction to the HSD management and technical teams (especially the COP and Technical Director);
- Serve as the focal point for M& E and liaise closely with other aspects and strategies of the program to ensure consistency in the M&E approach;
- Support partners to develop, capture, consolidate and report on mutually identified indicators and ensure high quality and timely reporting of data and monitoring;
- Analyze monthly data and support training of M&E personnel in quality assurance methods;
- Develop or adapt available M&E training materials, identify best practices and provide recommendations for program and partner use;
- Oversee operational research, qualitative studies and policy briefs to assess the impact of program activities;
- Collaborate with other M&E components within the program.
Qualifications Requises
Required Qualifications:
- An advanced degree in research methods, statistics, biostatistics, quantitative/qualitative data analysis, public health, social/behavioral sciences, or other relevant medical or health discipline;
- Minimum of 10 years working on monitoring, evaluation and research in the field of public health, HIV/AIDS, maternal and child health, family planning, and other infectious disease programs, as well as knowledge of monitoring results-based financing programs;
- Minimum of 5 years of experience in collecting, analyzing, and managing donor funded project data of health projects;
- Familiarity with USG administrative, management and reporting procedures and systems; and
- Strong oral and written communication and presentations skills in French and English.
