Introduction

JSI Research and Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world. Our organization is currently seeking Deputy Chief of Party/Programs (DCOP/Programs) candidates for a possible award of the USAID-funded Health Service Delivery (HSD) Program in Haiti. Should JSI be the successful bidder, our team will work to improve the health status of communities across Haiti through collaboration with the Ministère de la Santé Publique et de la Population (MSPP) both at the central and departmental levels to advance two interrelated objectives: 1. Increase utilization of quality, essential health services in line with the MSPP’s approved Package of Essential Services (PES) at both health care facilities and community levels; and 2. Strengthen local management and operational capacities to deliver health services.

Should JSI be the successful bidder, the DCOP/Programs will be a full-time position based in Port-au-Prince, Haiti. S/he will be supervised by the Chief of Party.


Fonctions

Major Duties and Responsibilities:

- Responsible for internal team management and provide overall strategic leadership support to the COP;
- Cultivate strategic relationships with USAID, team members, global and regional institutions, donors, private sector entities, government ministries and other stakeholders for the smooth implementation of program activities;
- Assist the COP in providing strategic direction to the project, setting and attaining goals and workplans for implementation;
- Provide overall technical oversight for all work and activities necessary to achieve the objectives, outputs and deliverables expected under the contract;
- Review tools, guidelines, and relevant program documents prior to finalization and dissemination;
- Ensure coordination and collaboration across technical areas and between headquarters and field staff by organizing meetings and other forums to exchange information and leading periodic Program reviews that involve staff, partners, and collaborators; and
- Participate in annual staff performance assessments, goal setting, and supporting professional development of directly reporting technical staff.


Qualifications Requises

Required Qualifications:

- A minimum of a Master’s Degree, ideally in Administration or related area (exceptional relevant experience, which includes a minimum of 15 years managing the implementation of development assistance programs may be considered in lieu of an advanced degree);
- Minimum of 8 years of experience working in the health sector and successfully managing a fast pace multi-disciplinary team to achieve development results;
- Minimum of 3 years of experience in managing donor-funded projects from design to implementation to completion in developing countries preferably with some of the experience in Haiti;
- Required fluency in English and French.

Preferred Qualifications

- Minimum of 3 years’ experience in the management of a results-based financing program in public health; and
- Working knowledge of Haitian Creole.
