Objective: The Logistics Officer (LO) supports the Logistics manager in ensuring a smoothly procurement transactions process on behalf of CBM and promoting a good assets management.
The LO is strongly involved in sourcing and analyzing CBM’s procurement decisions and is always seeking for relevant information in order to help identify and mitigate risk trends that may affect CBM Haiti while dealing with suppliers. He also looks for supplier’s credibility and reputation before awarding any purchasing contracts of goods and services with them in order to prevent CBM from risk of corruption. While negotiating on behalf of CBM, the LO maintain a permanent attitude of seeking for items of good quality and is committed to lead the process in an efficient manner for CBM. The LO develops and maintains a good overseeing of the market in order to provide CBM with recent items that suits its requirements for a better efficiency of work.
The LO is also responsible to support the Logistics Manager in the management of CBM vehicles.

Procurement
• Ensure that all the procurement procedures are effectively followed in compliance with the CBM Haiti’s approved procurement chart and relevant donor requirements.
• Develop tools and necessarily templates for a good planning/documentation of procurement transactions.
• Analyse the specification of the supplies, works or services required and source potential suppliers who can meet these specifications.
• Ensure that all chosen suppliers are registered in the CBM Haiti vendor-roster
• Make sure that all supplier CBM is dealing with is regularly registered and comply with local laws.
• Diplomatically look for supplier’s credibility CBM is dealing with
• Upon request and on his absence, assist the Logistics Manager in all duties.
• Maintain an accurate and up-to-date Procurement Delivery Tracking Sheet (PDTS).
• Assist in the maintenance of CBM`s standard procurement practices keeping records to full audit trail standard.
• Assist in the preparation and submission of appropriate supporting documents to the tender Committee on Contracts and finance for payments after the completion of delivery of goods and or service.
• Collect all necessarily quotes for procurement of goods or services in accordance with CBM and/or donor’s procurement policies.
• Draft contracts for purchase of good or services and have them reviewed by CBM admin staff before getting signed.
• Conduct a good monitoring of service contracts of CBM’s utilities providers and have them re-draft upon expiration.
• Ensure a timely payment of Internet connection fees, communication.. and all other prevalent items/services necessary for daily office operation.
• Pass on required information (donor code, Cost centre, # OQRF, series No etc…) for all procured assets, to the Transport Warehouse manager for tagging before being sent to their end user.
• Ensure an up-to-date of CBM assets list.
• Oversee that CBM assets are being well-used and report on any maintenance needed for assets on use.
• Capture all data and information on relevant data base according to CBM policy
• Update the Procurement Data Tracking Sheet daily and follow-up all open/pending order listed through their closure.
• Ensure that all staff adhere to the procurement guidelines as per CBM and donor policy
• Ensure all records and filing is up to date
Transport
• Ensure that vehicles are fitted with safety equipment and that the equipment is maintained
• Ensure that all movement complies with Security rules
• Make sure that all staff movement in the field which involves a vehicle need are well documented and approved by responsible person.
• Ensure that driver meetings are done regularly
• Ensure fleet is clean, neat and in full roadworthy condition
• Ensure fleet is well maintained and serviced as per manufacturers’ specifications.
• Ensure logbooks are completed correctly as per CBM guidelines.
• Ensure that airport pick-ups, drop offs and out of city requests are done in accordance with the security SOP.
Functional Relationships:
• Line –managed by Logistics Manager (LM)
• Close working relationship with Logistics manager and drivers
• Frequent coordination with other CBM Haiti departments, especially the program teams
• Responsible for line-managing the CBM housekeeper, office cleaners
Qualifications Requises
• At least 3 years of experience in logistics management positions; job history in senior positions is an advantage
• Haitian national
• Valid driving license
• Excellent communication and management skills
• Good analytical Skills, good stewardship.
• Experience of working in difficult environment /emergency contexts, under pressure
• Sound judgment, mature individual with tact, diplomacy and common sense
• Team work experience, ability to manage conflicts
• Good computer skills , experience with Microsoft office applications and Internet common browsers
• Speaks fluent French, English, Spanish is a plus but not a requirement
• Willingness to learn from others and good listening skills.
Conditions de travail
-The Logistic officer position is based in Port-au-Prince
-The LO will be working 40 hours a week with potential extra hours upon request of Logistic and Security manager
-The LO may expect frequent visits in the field where CBM is operating and/or out of the country
