Introduction

Jhpiego seeks a Deputy Chief of Party, Finance and Administration (DCOP/Finance and Administration) for an anticipated USAID-funded integrated health service delivery project in Haiti. He/She will provide leadership in overseeing the financial, contractual, program operations and administrative aspects of the project. The DCOP/Finance and Administration will work closely with the Haiti Country Leadership, Jhpiego’s Chief Financial Officer, Global Program Staff, and others to ensure accurate financial, contractual and administrative reporting to the management team and to agencies external to Jhpiego. The DCOP/Finance and Administration will also ensure the integrity of financial data and reports are compatible with standard accounting practices and follow USAID and Jhpiego rules and regulations. This position is contingent upon award from USAID. Haitian nationals are strongly encouraged to apply.


Fonctions

• Provide guidance to the Chief of Party and project staff regarding the financial requirements of programs and office operations
• Ensure that USAID resources are appropriately directed to project priorities and are in line with project work plans
• Ensure that required financial controls are in place and adhered to, prevent over expenditure of budgets, ensure proper safeguards of funds, oversee cost share tracking (if applicable), and ensure compliance with JHU and Jhpiego financial and accounting procedures
• Ensure the integrity of financial data in QuickBooks
• Ensure the monthly financial QuickBook reports are submitted to Jhpiego/Baltimore in a timely fashion per Jhpiego’s QuickBooks manual
• Determine updated monthly accruals and projections to support forecasting accuracy and project completion as required.
• Implement and maintain detailed financial reporting and reimbursement process in accordance with Jhpiego's established financial system
• Review, reconcile and monitor all accounts, including major project operating accounts, and petty cash operations involving cash advances
• Direct the annual budgeting process, including detailed operational budgets, for all assigned accounts
• Oversee, manage, and ensure payments to DDSs, contractors, and NGOs are timely based upon sufficient compliance with Jhpiego’s and USAID rules and regulations. Ensure payments are in compliance with contractual documents.
• Serve as the primary resource person for non-finance staff on USAID, JHU and Jhpiego rules and policy
• In close coordination with Jhpiego’ CFO, support project level audits
• Make budget adjustments, and other cost improvement measures, as required
• Prepare responses to donor’s questions on financial information or budget application/proposal numbers
• Ensure compliance by all assigned staff to the JHU and Jhpiego timekeeping requirements, as well as timely approval of timesheets
• Supervise Finance and Administration staff
• Regularly conduct cost analysis and forecasting of project funds as a part of regular financial planning and analysis for monthly financials, quarterly forecasts and other reporting as required


Qualifications Requises

• Master’s degree in Business Administration, Finance, Accounting, procurement or related area (exceptional relevant experience, including a minimum of 15 years managing the implementation of development assistance programs may be considered in lieu of an advanced degree);
• Minimum of 8 years of experience working in the health sector and successfully managing a fast pace multi-disciplinary team to achieve development results
• Minimum 7 years of progressively responsible work experience in administrative and financial management of large international programs (larger than $10M/year) with NGOs and/or PVOs in developing countries, including a minimum of 3 years of experience managing large multi-million dollar USG and/or other donor-funded projects from design to implementation to completion in developing countries, preferably with in the Caribbean, ideally in Haiti
• Minimum of 3 years of experience in the management of a results-based financing program in public health
• Experience working for international, non-profit organizations (larger than $50M), as well as a multi-office, multi-national environment
• Experience managing local organizations as part of sub-grants/subcontracts
• Experience working on US-funded projects and competencies with regard to US government cost principles, GAAP accounting rules, and grant/contract management; strong understanding and experience with USG acquisition and assistance instruments, policies and procedures and requirements;
• Excellent general management skills particularly in facilitation, team building and coordination
• Strong interpersonal, writing, and oral presentation skills
• Strong intellectual and analytical skills
• Ability to demonstrate strong time management and organization skills; self-motivated, organized and detail-oriented
• Sound judgement in solving complex problems coupled with a frequently changing work/ implementation environment; ability to work in a complex environment with multiple and short deadlines and intense pressure to perform
• Experience living and working in Haiti or similar developing country settings
• Expert knowledge in the use of financial software applications, including QuickBooks, databases, spreadsheets, and/or word processing required. Packages include: Microsoft Outlook, Access, Excel and Word plus university-specific accounting & reporting packages
• Fluency in written and oral English and French.
• Ability to travel nationally 15% of time
