Introduction
Jhpiego seeks a Deputy Chief of Party, Programs (DCOP/Programs) to provide program and technical guidance for an anticipated USAID-funded integrated health service delivery project that aims to improve the health status of communities across Haiti. The DCOP/Programs will work closely with technical implementation teams to ensure it is progressing towards expected results. S/he will also work with the M&E staff to ensure project deliverables are monitored and course corrections are identified and implemented as appropriate. Other responsibilities will include supervising program management or operational staff, overseeing annual work planning, leading the design, implementation and reporting of project activities, and the management of projects as required. In the absence of the Chief of Party, the DCOP, Programs may be required to undertake the responsibilities of that position on a temporary basis. This position is contingent upon award from USAID. Fonctions
• Provide programmatic leadership for, and oversee, in coordination with the Chief of Party (COP), the strategic planning of activities in support of the project’s goals and objectives, including the determination of project priorities and appropriate technical initiatives
• Provide programmatic management and supervision to team members to ensure necessary program planning, development, resource availability, and that management activities function smoothly and efficiently
• Lead the development of project implementation plans with technical team members to ensure effective technical assistance and the smooth implementation of activities
• Lead the finalization of donor reports including USAID quarterly, annual reports and success stories
• Oversee progress on deliverables on a regular basis in collaboration with technical team members and advise on course corrections as needed to ensure project achievements
• Represent Jhpiego in public and professional circles through meetings, conferences, and presentations
• In close collaboration with the COP, coordinate and monitor all human, financial and material resources of MCSP to ensure successful implementation
• Work with finance staff, Program Manager(s) and other relevant staff in country and at HQ to develop and track project budgets
• Work with M&E team to ensure effective data collection in support of the program’s the Performance Monitoring Plan (PMP) and Activity Monitoring and Evaluation Plan (AMEP)
• In collaboration with the COP, program team, and HQ, lead the annual work planning process with the close involvement of the Ministry of Health and USAID
• Effective, timely and coordinated project implementation
• Mentor, support, supervise and manage Program Manager(s) and other program management staff; align their efforts with program goals to ensure rapid and sustainable results
• Support compliance team to ensure compliance with USAID/USG regulations
• Support administrative team to ensure smooth running of procurement system and development of sub-award monitoring systems
• Contribute to the development of novel knowledge management and sharing tools and processes
• Communicate regularly on progress and report challenges for immediate problem solving
• Participate and present as needed during Country Support Team meetings
Qualifications Requises
• Master’s degree in health administration, public administration, business administration, international development, public health, or related field (exceptional relevant experience, which includes a minimum of 15 years managing the implementation of development assistance programs may be considered in lieu of an advanced degree);
• Minimum of 8 years of experience working in the health sector and successfully managing a fast pace multi-disciplinary team to achieve development results;
• Minimum of 7 years of progressively responsible work experience in administrative and financial management of large international programs (larger than $10M/year) with NGOs and/or PVOs in developing countries, including a minimum of 3 years of experience managing large multi-million dollar USG and/or other donor-funded projects from design to implementation to completion in developing countries, preferably with in the Caribbean, ideally in Haiti
• Minimum of 3 years of experience in the management of a results-based financing program in public health
• Demonstrated technical and programmatic knowledge and experience in areas such as maternal, neonatal, child, and reproductive health
• In-depth knowledge of USG (including USAID) policies, procedures, regulations, compliance, requirements and reporting
• Excellent program and financial management skills
• Ability to interact and manage relationships with established networks of senior level international and national health professionals, donors, universities and other partners
• Proven leadership skills, as well as skills in facilitation, team building and coordination
• Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability) and the ability to project a professional, consistent image of confidence, integrity and competence; ability to work in a complex environment with multiple and short deadlines and intense pressure to perform
• Excellent facilitation, oral and written communications skills
• Fluent in written and spoken English and French
• Ability to travel nationally and internationally 20%

Additional Desired Skills:
• Working knowledge of Haitian Creole is highly desired
• Experience working in Haiti, with an intimate understanding of local health system, technical and programmatic gaps and opportunities, and solid relationships at government agencies
