Introduction
We are currently seeking qualified candidates for the contractual position of National Consultant to lead our Pre Exposure Prophylaxis activities and intervention among Key Populations as parts of the USAID-funded project named Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), under the President’s Emergency Plan for AIDS Relief (PEPFAR). LINKAGES is implemented by FHI 360 in partnership with Pact, Intra Health International and the University of North Carolina (UNC) at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in care across the HIV cascade. LINKAGES will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV

General considerations on PreP Study :
“PrEP” stands for Pre-Exposure Prophylaxis. PrEP is a way for people who don’t have HIV but who are at very high risk of getting it to prevent HIV infection by taking a pill every day. The pill contains two medicines that are also used to treat HIV.
PrEP is a powerful HIV prevention tool and can be combined with condoms and other prevention methods to provide even greater protection than when used alone. But people who use PrEP must commit to taking the drug every day and seeing their health care provider for follow-up every 3 months.
When taken every day, PrEP has been shown to reduce the risk of HIV infection in people who are at high risk by more than 90%. PrEP is much less effective if it is not taken consistently. PrEP can be even more effective if it is combined with other ways to prevent new HIV infections like condom use, drug abuse treatment, and treatment for people living with HIV to reduce the chance of passing the virus to others. PrEP was tested in several large studies with men who have sex with women, women who have sex with men, men who have sex with men and people who inject drugs.
In order to reduce the prevalence among the key population in Haiti, the LINKAGES project and other MSPP partners, plan to make this prevention services available for this targeted and eligible population.
3. Responsibilities of the National Consultant/Scope of Work
The National Consultant will work closely with the Program Staff, and MSPP throughout the implementation. Here are the deliverables envisioned under this activity:
1. National planning for PrEP implementation (Protocols, insfrastructure, community education and providers, educational resources, commodities, Guidelines for service providers, fitting PrEP into clinical practice)
2. Leading discussions with the MOH and others technical partners on the Haiti PrEP protocols
3. Support MSPP in finalizing Haiti’s PrEP protocol;
Provide expert support to the technical components of the project as related to implementation science, data use and decision making and evaluation of strategic information.
Working in a collaborative fashion with the AIDS program (PNLS), the MOH team, and the FHI360 Country Representative and team on LINKAGES on activities and deliverables
Qualifications Requises
Required Qualifications:
Master’s or other advanced degree, in the field of gender and development, social sciences, public health or related sciences
Experience in qualitative and quantitative data analysis
Prior experience working on health programs, or research projects for KP
Proven experience producing high quality research on gender and/or key population issues and ability to absorb, analyze and synthesize large amounts of complex information
Strong technical knowledge and related expertise or experience on gender issues
Fluently spoken and written the following languages: Creole, French, English
Experiences in leading similar studies
Proven experiences working with key populations in Haiti
