Introduction

“Going Global: Digital Jobs and Gender in Haiti” is a pilot initiative that seeks to create the enabling conditions for young Haitians to find employment in the digital economy by addressing skills and infrastructure deficits in Haiti. The project will target primarily women.

The project will work on three fronts:

(a) Promoting the growth of a data-related job market in Haiti: Teaching digital skills to female youth and facilitating remote jobs in overseas markets in digital and data-related services. Target beneficiaries will include female youth, ages 18-25 with basic technical knowledge who will be trained in digital skills and data-processing. This group will be offered basic to mid-level trainings and assisted in securing remote jobs in overseas markets through the establishment of a local outsourcing enterprise that congregates graduates and an active outreach strategy with the Haitian Diaspora to identify remote job opportunities overseas.

(b) Boosting Internet Infrastructure and connectivity in Haiti: Building capacities among advanced ICT professionals to encourage the growth and improvement of Internet services in Haiti. Target beneficiaries will include ICT professionals involved in developing and operating telecommunication networks across the country and professionals from technical colleges and universities. This group will be offered advanced-level trainings on a range of ICT subjects such as as Network Management, Wireless Data Networks, Computer Security and IPv6 Deployment. Capacity-building actions will be accompanied by the creation of a local ICT cluster to promote entrepreneurship and encourage synergies and the growth of new initiatives among local professionals.

c) Encouraging Data-Oriented Culture in Haiti: Awareness-raising about the importance of data, not only as a means to access job opportunities, but also as tool for better decision making and transparency and accountability in Haiti, as aligned with IDRC’s Latin American Initiative for Open Data (ILDA).

In the mid-term, the project will deliver a cohort of young female professionals with digital skills that allow them to secure remote jobs in overseas markets. In the long run, and through advanced-level trainings, the project will contribute to strengthening the local human resources needed and encourage local initiatives to further Internet Development in Haiti, with the understanding that a more developed digital services market will demand greater maturity of Internet networks. Additionally, the project will contribute overall to a greater female presence in the field of ICTs, which today is widely dominated by male professionals, and begin encouraging a data-culture within Haiti.

The execution of the aforementioned project will be conducted by multiple parties, namely the Latin America & Caribbean Network Information Centre (LACNIC), the Caribbean Open Institute (COI) and the École Supérieure d'Infotronique d'Haïti (ESIH). The primary objective of this engagement is to centralize in the Consultant the coordination between the various organizations involved in the project ensuring the smooth articulation between the activities described above.


Fonctions

The Project Coordinator will report to LACNIC. The consultant is expected to work part-time for the duration of the engagement with an occupation between 30% and 50% depending on the demands of each project phase.

Liaison Role
Preparation Phase
● Review the project schedule with all partners and make adjustments as needed. Ensure all partners involved are aware and comply with deadlines and workflow.
Research Phase
● Supervise the work and act as point of contact for research teams, raising relevant issues to LACNIC as needed.
● Review research drafts and provide feedback to research teams along with project partners.
● Coordinate the distribution of final research results to all project partners for their study and analysis. Supervise subsequent project modifications based on research results, if any.
● Explore with researchers and partners possible channels to publish and disseminate research results.
Content Production and Content Delivery Phase
● Supervise local partner ESIH to ensure the progress of a. the recruitment process; b. the incorporation of contents into the e-learning platform; and c. institutional preparations related to enrollment and course offering. Identify and resolve any issues relevant to the successful implementation of the activities under the responsibility of ESIH.
● Communicate with partners in charge of content production, LACNIC and COI, to ensure: a. the timely production of course contents to be incorporated into ESIH’s platform; b. the compatibility of course contents with ESIH’s platform and c. accordance with planned activities in terms of quantity and length of courses, workload, etc.
● Assist project partners in the coordination of the train-the-trainer modules prior to the launch of actual courses in Haiti.
● Organize and participate in meetings between partners in charge of content production, LACNIC and COI, and the partner in charge of content delivery, ESIH.
● Report to LACNIC any pressing issues that may hinder the proper progress of the project.
Monitoring and evaluation
● Introduce consultant or team in charge of evaluation to project partners
● Facilitate access to materials and information needed to conduct M&E activities
● Supervise progress of M&E activities by consultants.
● Distribute monitoring feedback to partners to make adjustments to project activities as needed

Administrative role
● Submit monthly reports to LACNIC summarizing progress of activities and reporting any outstanding issues and potential opportunities. Hold monthly progress calls with LACNIC.
● Compile reporting materials (narrative and financial) from project partners and submit them to LACNIC for preparation of final reports to IDRC following the reporting schedule agreed with the Center.
● Track individual expenses compiling invoices and submit a brief financial report to LACNIC for preparation of final reports to IDRC.


Qualifications Requises

● Bilingual in English and French. Spanish is a plus.
● University Degree in social sciences, business/project management or other fields relevant to the project.
● Experience associated with development projects or activities and exposure to the world of international development.
● Understanding of open data movement and big data developments internationally.
● Experience with International Development initiatives and understanding of project execution and management.
● Verifiable ties to private sector, educational institutes and local technical community in Haiti. Ties with Haitian Diaspora in North America a plus.
● Strong communicator. Excellent interpersonal skills.


Conditions particulières

The consultant should be based in Port au Prince, Haiti. Applicants from other locations such as Caribbean countries, US or Canada may be considered. The Consultant must have availability to travel to Canada, US, Uruguay and/or Haiti as needed.


Conditions de travail

Compensation will range between US$ 35,000 and US$ 45,000 for the 26-month duration of the project. Final compensation will be based on the applicant’s background and experience. Travel expenses are to be covered separately from Compensation Fees.
