Background: The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.
Position Purpose:
The Data Specialist/Lab (DS/Lab) is part of the GHSC-PSM project team responsible for building local capacity in data management and managing HIV/AIDS logistics data used to ensure the distribution, quantification and procurement of tests and laboratory supplies for the PEPFAR HIV program. The DS/Lab will ensure the implementation of standard operating procedures for the project data particularly lab data. He/she will also ensure lab data submitted by implementing partners is well captured, analyzed, and stored. He/she will participate in data quality verifications and provide feedback on data quality aspects. He/she will supervise the work of the data analysts, and will report to the Data Management Officer.
Fonctions
I. Planning
a. Working closely with the Data Management Officer (DMO), update the project data management Standard Operating Procedures to sustain quality of lab data.
b. Ensure smooth, functioning and timely data flow between various project activities according to standard operating procedures,
c. Ensure availability of all data capture tools from the different project activities,
d. Update necessary data entry tools based on indicator and data requirements changes,
e. Working closely with the M&E team and Lab team to identify needs, gaps, and opportunities in the data collection tools and processes at project level.
II. Database Management
a. Ensure timely submission of stock inventory and lab data reports from the health facilities on a quarterly basis or more often as required for analysis, feedback and reporting to stakeholders, and use for project improvement.
b. Ensure PSM Project Database is well configured to meet project data needs.
c. Provide support to DMO to update the database based on emerging project data and needs and indicator changes,
d. Support data collection and management for non-routine project surveys and assessment.
III. Data Entry
a. Contact sites as required to get the reports and to verify the prepared stock requisitions,
b. Ensure that data is accurately entered into the data base, by the deadlines, following established department procedures.
IV. Data Quality Assurance and Auditing
a. Implement the project data quality procedures – based on the standard operating procedures,
b. Participate in the data validation exercises on submitted data and address identified data quality gaps at staff and database level.
V. Data Processing, Use, and Feedback
a. Proactively identify data problems by making recommendations or by searching for appropriate solutions with the supervisor
b. Assist in the analysis and preparation of various reports- such as patient regimen, patients at sites, consumption reports, etc., as requested
c. Assist the supervisor to ensure tables and graphs representing network performances are available for coordination meetings
d. Ensure accurate preparation of calculations for bi-monthly stock distributions to sites
e. Coordinate with the Data Manager to ensure that the requisitions are approved
f. Participate on request to both internal and external meetings
VI. Other
a. Travel up to 30% of the time for validation of data on the field
b. Performs any other assigned tasks
Qualifications Requises
• Bachelor’s degree in Pharmacy or Laboratory
• Minimum 3 years of specific experience in Laboratory, data management, information systems, logistics or related experience in supply chain
• Database management experience, excellent computer skills including proficiency in Excel.
• Demonstrated advanced knowledge and use of MS Excel.
• Analytical, communication, reporting and presentation skills.
• Ability to work under pressure independently with minimal supervision, have ability to assess priorities, handle a variety of activities in a time-sensitive environment, and able to meet competing deadlines.
• Fluency in French and Creole required; Good knowledge of English helpful
