Introduction

Save the Children International (SCI) is a 'dual mandate' organisation and as such equal priority will be given to both humanitarian and development work. SC has been in Haiti since 1978, with interventions in Education, Health, Child Protection, Child Poverty and Children's Rights Governance, also in times of humanitarian crises. Our current interventions are in the departments of the West, Artibonite, South and Grand’Anse. In order to ensure the implementation of its education project in the South and in Grand'Anse departments, SCI is recruiting a Project manager. She/he will assume responsibility for he Parc Macaya Quality Education Initiative (PMQEI), which aims to improve the quality of education in public and private schools in the buffer zone of Park Macaya. Activities include teacher training, psychosocial support, disaster risk reduction, environmental education as well as school infrastructure improvements.
ROLE
Under the overall supervision of the Camp Perrin Sub-Office Director, with dotted line to the National Education Coordinator, the Project Manager will manage the effective development, implementation and monitoring of SCI Parc Macaya Quality Education Initiative (PMQEI). Working in close collaboration and in liaison with the larger technical teams, he/she will ensure the effective implementation of activities under the project, including the coordination with partners and effective expenditure of funds. She/he will own the day-to-day management of project work-plans, establish and communicate realistic and committed project schedules, proactively identify and manage risks, monitor and drive the resolution of issues and oversee final quality assurance. She/ he will support the identification of project staff and partners.


Fonctions

1. Lead the design and implementation of the project with an innovative project lens, designing pilot solutions to existing development issues.
2. With key program staff and stakeholders, ensure project’s strategic objectives and results are fully accomplished and meet expected technical quality standards through annual and quarterly activity planning and budget forecasts.
3. Close coordination with current and future project partners
4. Monitor that Capacity building/Strengthening plans of current and future partners are follow through and progress is properly documented.
5. Lead quarterly technical review of implementation plans for the project and ensure appropriate actions are taken to meet implementation timelines and commitments.
6. In collaboration with technical teams, provide guidance and technical oversight to partners and other collaborating agencies to ensure that best practices and lessons learned are documented and disseminated.
7. Write and provide regular progress reports to supervisors and other members as required
8. Coordinate with M&E department to oversee the design and implementation of the project’s monitoring and evaluation system, using appropriate forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting and reporting of project performance and outcomes.
9. Ensure that M&E lessons learned from results of project monitoring and evaluation are incorporated into the design and execution of project activities to meet stated objectives and needs of the beneficiary populations.
10. Supervise and support on project implementation and project management methodology to ensure quality implementation of projects within framework of SC's donors' requirements (quality, policies and guidelines)
11. Support the identification, recruitment and supervision of national experts, project officers and other personnel involved in the design and implementation of activities
12. Manage and build capacities of staff under direct supervision to ensure each team members receive adequate orientation and support to carry on expected tasks
13. Represent SCI at external meetings with international and domestic stakeholders to strengthen linkages with existing and potential partner agencies and assure effective coordination
14. With project staff and technical teams, lead the identification of performance gaps and training needs of partner staff and ensure the design and delivery of high quality training, technical assistance, and administrative and financial support to all partner agencies.


Qualifications Requises

• Advanced degree in management, education, sociology or related field
• Minimum 5 years of experience managing education projects, preferably with an international non-governmental organization
• Experience in developing project budgets and tracking expenses against activities
• Experience in facilitation, team building, and coordination
• Excellent organizational and time management skills
• Strong written and verbal communication skills
• Strong attention to detail
• Ability to work independently with minimal supervision and to prioritize multiple tasks
• Demonstrated ability to balance focus on tasks with attention to relationships
• Strong interpersonal skills and ability to identify and cultivate relationships with key stakeholders and to establish trust to ensure effective collaboration and communication.
• Experience working in Capacity Building for partners
• Demonstrated experience in leading assessment activities and of designing, managing, monitoring and evaluating education programs
• Ability to work both in an advisory and a hands on implementation capacity
• A good level of written and spoken English
• Ability to travel up to 15%

CHILD SAFEGUARDING
The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 3.

As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.
