Introduction

The U.S. Agency for International Development (USAID) is partnering with the Government of Haiti (GOH) to establish the Pilot Project for Sustainable Electricity Distribution (PPSELD) to provide modern electricity services to consumers in the Caracol Industrial Park (CIP) and the five communes, including Caracol, Trou du Nord, Sainte Suzanne, Terrier Rouge and Limonade. The PPSELD utility derives power generated by a 10MW diesel/HFO power plant located within the CIP compound from which power is distributed to CIP consumers as well as approximately 9,000 residential and small commercial consumers in the five communes. NRECA International has been contracted to manage the CIP power generation plant, to operate the medium and low voltage distribution system, and to oversee revenue collection and maintenance of all power generation and distribution facilities.


Fonctions

The PPSELD Administration and Finance Haitian team is led by the Administration and Finance Manager whose principal responsibility is to provide leadership and has the highest responsibility to manage the financial and administrative activities of PPSELD. This position involves the application of comprehensive knowledge of administrative, financial and accounting procedures and the supervision of local staff; the review and interpretation of financial and commercial reporting; and, providing oversight of all activities related to the Administration and Finance Department (AFD) of the electric utility.

DUTIES AND RESPONSIBILITIES

The PPSELD Administration & Finance Manager shall be responsible for the following duties:

• Providing leadership to AFD employees at PPSELD.
• Oversee the performance of AFD employees at PPSELD.
• Promote customer understanding of rights and obligations as consumers of PPSELD service.
• Develop and monitor operating, maintenance and capital budgets of PPSELD.
• Review, revise and oversee implementation of effective policies and procedures to support decision-making for all facets of AFD operations and management.
• Develop and implement operational directives required to enforce all PPSELD policies and procedures and ensure the protection of PPSELD assets.
• Oversight of accounting functions and preparation and presentation of financial reports.
• Management/oversight of accounts payable, accounts receivable, General Ledger, payment of current accounts, and all PPSELD banking functions.
• Oversight of PPSELD human resources management, warehousing, security, information technology support (data processing support).
• Meet on regular basis with the NRECA’s Chief of Party, PPSELD General Manager and other managers to review PPSELD performance.
• Prepare and submit administrative and financial reports to the NRECA’s Chief of Party and the General Manager as required.
• Perform other duties as assigned by the NRECA Chief of Party or PPSELD General Manager as required.


Qualifications Requises

QUALIFICATIONS

Knowledge, Abilities and Skills
• Knowledge of financial/accounting procedures as applied to electric power utilities.
• Understanding of contracting and procurement processes for a business with annual turnover of at least $2M USD.
• Knowledge and experience in principles of supervision, training and performance evaluation.
• Ability to plan, assign, direct, review and supervise the work of employees and provide proper instructions in a manner conducive to improve performance and keep high morale.
• Ability to review, prepare and present technical, financial and other complex reports.
• Ability to establish and maintain effective working relationships.
• Ability to express and communicate, concepts and information, clearly and concisely, both orally and in writing.
• Thorough knowledge of applicable laws and regulations for electrical utility practices.
• Thorough understanding of office management procedures and legal policies.
• Considerable ability to be in permanent contact with the population/clients/communities.
• Excellent demonstrated problem-solving, analytical, technical and numerical abilities.
MINIMUM QUALIFICATIONS
• Must possess degree in Accounting and/or Financial Management.
• Must have 5 years of experience in accounting/finance in utility business in Haiti or similar environment. It is not mandatory but, it will be desirable at least 3 years of experience in electric utilities.
• Thorough knowledge of the Uniform System of Accounts for electrical utilities.
• Experience overseeing and handling the procurement of materials and services for electric utilities
• Excellent working level skill in French, English and Creole is required
• Prior supervisory experience preferred
