Introduction

The Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives.

The Finance Manager or Director (level to be determined based on combination of education and experience) is responsible for assisting the Country Director and Director of Operations with the development and implementation of financial management systems, as well as finance policies and procedures. The Finance Manager or Director will work with the Director of Operations to provide oversight of all financial management systems to ensure quality control and that project-related expenses incurred under the contract are consistent with U.S. government regulations and corporate field accounting policies. S/he will monitor banking and cash management activities, review field office expenses for correct cost allocation, and provide compliance support on payments for payroll and activities. S/he will routinely review field office accounting controls and make recommendations to strengthen field accounting and policies and procedures. S/he will provide training on best practices for financial management and generate written guidelines to ensure all finance transactions are in line with contract regulations.


Fonctions

Accounting
• In collaboration with Director of Operations, oversee overall financial management and oversight of GHSC-PSM in Haiti, ensuring strict adherence to Chemonics policies and procedures and USAID rules and regulations.
• Establishes, strengthens, and consolidates field office systems to manage the day-to-day finance operations, including accounting, petty cash management, bank reconciliations, and country-level financial reporting.
• Provides financial analysis, reviews HQ financial reports, and produces FO financial reports for project leadership and USAID.
• Develops, monitors and supports the standardization of operational systems and policies across GHSC-PSM Haiti’s field office. Serves as the primary liaison for finance and accounting with GHSC-PSM headquarters and Chemonics home office and assists with data requests and new requirements. Identifies operational weaknesses on the project and requests assistance when necessary.
• Builds the capacity of local national finance staff to review and manage accounting files to ensure that appropriate back-up documentation exists for all transactions, including timesheets, signed approvals, bid analysis and cost competition, invoices, receipts, and subcontract agreements
• Oversees the review and day to day management of checking account procedures by local national finance staff and ensures full monthly reconciliation between field office accounting systems and bank statements; reconcile accounts payable, accounts receivable, bank accounts, and petty cash.
• Reviews accurate, complete and timely financial reporting using ABACUS system, including monthly accrual/projection spreadsheets, and ensure timely submission to the home office (HO). Prepares and/or reviews ad hoc analysis and reporting as needed. Monitors preparation and perform analysis of financial reports relative to budget and monthly forecasting.
• Oversees and approves monthly payroll, submission of tax withholdings, and wire transfer requests for submission to the HO. Manages local bank accounts to ensure sufficient availability of funds for project needs.
• Serves as the financial compliance authority for GHSC-PSM Haiti and trains local national staff on best practices for field office finance management.
• Routinely tests accounting and control systems and recommend changes to policies and procedures, as appropriate
• Works closely with internal and external auditors during field program audits.
• Builds and leads a well-functioning accounting team. Plan, organize, assign, review, and evaluate the work of finance staff and provide staff guidance and mentoring. Conduct performance reviews for finance staff.
• Ensures compliance with U.S. government regulations, Chemonics’ corporate policies, laws of Haiti, and any supplemental policies developed specifically for GHSC-PSM.
• Interact with bank and other officials on an as-needed basis.
• Other duties as assigned by Supervisor.

Finance

• Provides financial analysis for project leadership and USAID.
• Develops annual operations and commodity budgets and on-going forecasts for USAID and different project clients. Ensures that reasonable estimates are used in budgets, based on historical data, information from technical staff and current market conditions.
• Gathers data from technical staff to complete annual Expenditure Analysis reports for PEPFAR funds.
• Reviews and analyzes regular financial reports from the Chemonics Home Office for submission to project leadership and USAID.
• Monitors and tracks field office monthly burn rate, provide home office project management unit with accruals and pipeline analysis, and ensure seamless cash flow to finance project operations and implementation fund activities.
• Enforces cost allocation methodology and reviews transactions to ensure correct coding and cost allocation


Qualifications Requises

Manager:
• Degree in finance, business administration, or other related field required.
• Minimum 3 years of experience working on USAID contracts, including strong skills in compliance and financial management.
• Familiarity with Chemonics’ systems and processes preferred.
• Familiarity with complex attribute tracking, fund accounting, and reporting requirements required.
• Experience with activity based budgeting and/or costing preferred.
• Previous field experience desired (including long-term overseas positions or extended short-term engagements).
• Knowledge of Haiti operating environment preferred, including taxes, and labor law.
• Demonstrated ability to manage financial and accounting systems on complex USAID-funded public health programs or projects in a developing country context.
• Experience supervising local staff
• Strong interpersonal, written and oral communications skills.
• Fluency in written and spoken English required. Fluency in French and Haitian Creole preferred.

Director:
• Masters degree in finance, business administration, or other related field required.
• Minimum 7 years of experience in management positions in the public or private sector.
• Minimum 5 years of experience working on USAID contracts, including strong skills in compliance and financial management.
• Familiarity with Chemonics’ systems and processes preferred.
• Familiarity with complex attribute tracking, fund accounting, and reporting requirements required.
• Experience with activity based budgeting and/or costing preferred.
• Previous field experience desired (including long-term overseas positions or extended short-term engagements).
• Knowledge of Haiti operating environment preferred, including taxes, and labor law.
• Demonstrated ability to manage and implement financial and accounting systems on complex USAID-funded public health programs or projects in a developing country context.
• Ability to supervise local and international staff effectively.
• Ability to work with cooperating partners in implementing complex programs.
• Strong interpersonal, written and oral communications skills.
• Fluency in written and spoken English required. Fluency in French and Haitian Creole preferred.
