As part of the USAID Forward and Local Systems strategies, USAID/Haiti is committed to expanding the use of both local procurement and implementation mechanisms. Through the Konbit Program, the Haiti Mission and its Local Solutions team envision tapping and reinforcing existing Haitian capacity development service providers, who in turn will strengthen local institutions in areas such as planning and strategic management, program design and implementation, financial and administrative management, monitoring and evaluation, gender inclusion, organizational governance and leadership development, fundraising and resource mobilization, and compliance with USAID policies and procedures. Konbit will also create a network through which best practices, lessons learned, and innovations in development can be widely shared amongst local organizations, the private sector, government agencies, academia, and international development partners. Finally, in order to measure progress and achievement, Konbit plans to create both internal and external learning loops, in which a wide range of program participants will monitor and evaluate themselves for improved performance, adaptation, and impact. These interventions will allow USAID/Haiti to integrate increasing numbers of capable local groups more directly into its programs and operations, to foster the critical interrelationships between its development partners, and to enhance the sustainability of local systems.
In a nutshell, the Konbit program is a timely and innovative response to a critical development challenge.
