Following Hurricane Matthew, Mercy Corps has launched emergency response programming to assist affected households in Nippes and Le Sud Departments.
GENERAL POSITION SUMMARY:
The Cash Coordinator will assist the Emergency Cash Manager who is primarily responsible for the implementation of the cash component of the Hurricane Matthew Response. The Cash Coordinator position includes coordination between a variety of internal and external stakeholders and daily management of program activities and program staff ensuring appropriate systems and support mechanisms are in place to track, analyze and report on results.
The Cash Coordinator will be a strong team leader, able to develop and mentor field team members; s/he is an effective communicator, s/he is highly motivated, self-driven and able to move forward complex projects with limited daily support and direction; and s/he is able to work remotely with internal and external stakeholders to achieve common objectives. S/he is responsible for managing relationships with local partners, beneficiaries, and local authorities, thus contributing to achievement of agency goals through innovation and displaying expertise in humanitarian programming. This role requires astute skills in relationship building and coordination.
Fonctions
1. Representation and external coordination
- Coordinate the activities of project officers with local stakeholders including local and traditional leaders, financial partners, and, if necessary, support the Cash Manager during meetings with humanitarian actors in the area
- Ensure, in conjunction with the Cash Manager, external coordination and operational management of the partnerships.
2. Supervision and monitoring
- Ensure the implementation of the Cash For Work program in collaboration with the Cash Manager. Monitor and evaluate activities continuously and prepare a weekly report to the Manager
- Ensure good coordination between CFW field teams, Mercy Corps staff and the cash transfer activity with the microfinance institutions
- Guarantee an optimum level of technical quality of the program in accordance with the guidelines of the Care, the primary agency on the grant
- In coordination with logistics and administrative services, ensure compliance with procedures
3. Human Resources Management
- Supervise 2 Cash Officers in the Nippes and Le Sud and teams under them
- Train and develop technical skills of the program team
4. Data Management
- Ensure the compilation of the data and review them with the Cash Manager
- Ensure the quality of data collection, capture and processing
- Ensure the filing and archiving of data related to the implementation of the project
5. Reporting
- Provide regular reports on the project activities to the Cash Manager
- Assist the Cash Manager in the electronic filing for the Cash project and consolidate the information provided by the teams
Qualifications Requises
Training and experience:
- Strong project coordination experience;
- Experience in a humanitarian context, preferably in an emergency and in Haiti;
- Experience in the cash transfer and CFW approach at methodological and operational levels, or related experience.
Skills:
- Strong team and project coordination skills;
- Ability to work under pressure in a tight security environment;
- Excellent organization and responsiveness;
- Strong analytical skills;
- Excellent written skills in English and French;
- Strong communication skills.
Languages and computer skills:
- English and French are required.
- Excellent knowledge of Excel and Word.
