The M&E Advisor reports directly to the Country Representative of LINKAGES. This position has three main roles: Direct support and technical assistance to Program, Strategic Planning/Implementation and Staff Management.
1) Direct support to Program (Technical Assistance): Improve M&E and impact measurement systems as well as mainstream good practices through analysis of the data generated by the partners on a regular basis.
2) Strategic Planning/Implementation: Support the Country Office in all its actions and decisions. This will necessarily involve the development of key learning strategies and documents related to M&E, knowledge and learning, and data management as well as participation in a program or proposal design team.
3) Staff Management: Directly manage the M&E Officer and the Data Associate.

II. Selection Criteria

• Demonstrated high-level understanding of a range of M&E Learning methodologies, including both qualitative and quantitative methods, preferably in an international development context.
• Demonstrated ability to support processes of organizational learning and knowledge exchange, and effectively build M&E Learning capacity in a range of contexts.
• Ability to foster and maintain strategic relationships with a wide range of internal and external stakeholders.
• Demonstrated success in using evidence to improve program quality and inform organizational decision making.

III. Task and Responsibilities
Will play an integral role in LINKAGES Haiti by providing leadership to the Country Office in areas related to Knowledge Identification/Generation, Knowledge Retention, and Knowledge Sharing approaches to strengthening program quality and cross-sectorial collaboration among LINKAGES Haiti’s programmatic areas. The position will involve time spent building the capacity of partners and program staff through training facilitation, coaching/mentoring, and providing other types of technical assistance.
The M&E Advisor will provide guidance to M&E staff (M&E Officer-Data Associate) to ensure the Country Office can demonstrate impact of the project by using indicators and that this impact is being measured and reported. This will include the development and implementation of tools and systems.

Technical Support

 Assists project staff in undertaking all types of studies
 Actively participates in processing, analysing and/or reviewing of findings of studies/surveys.
 Ensure reporting organizational or project performance with M&E collaborate on analysis and completion of tools
 Lead M&E Team weekly meetings and organize sessions about knowledge and learning
 Regularly visit field office sites and projects to ensure M&E is being implemented effectively by all staff.
 Promote and train staff on techniques for gathering and sharing knowledge.
 Coordination process of documentation and systematization of best practices and challenges in the implementation of LINKAGES for our partners by capturing models for replication.
 Work closely with the M&E Team in visiting the field to interview beneficiaries and other stakeholders including MSPP in order to draft success stories and document the project’s achievements and impact on the target populations.
 Initiate and facilitate the roll out of any techniques that can inform about implementation and results

Strategic Planning/Implementation support
This position contributes significantly to the CO’s commitment to long-term, quality programming by contributing to strategic planning, and advancing impact measurement.
 Coordinate the development and implementation of the Country Office Learning Agenda which will drive the thematic focus of learning each year.
 System reflection on collected data and data collection (Triple loop learning question: are we doing things the right way? Are we doing the right things? How do we know they are right?)
 Work closely with the technical Advisors to collect, analyse and document information
 Support the integration of research and learning elements and knowledge management into programmatic design, implementation, monitoring and evaluation.
 Provides technical assistance to ensure that newly developed or redesigned projects reflect LINKAGES program principles and project standard and ability to measure impact by participating fully in the project design process, and participating in processing and analysing data collected via assessments / surveys and providing recommendations based upon analysis results
 Participate as necessary in project Start-up Workshops

IV. Qualifications and Skills

• Master’s Degree in International Development, Public Health, Economics, Statistics, Planning, Demography or a relevant field
• 5-8 years of experience in M&E, cross-sector innovations and Knowledge Management or related programming in developing countries or related context.
• Proven ability to work in partnership with other professionals and in the context of organizational alliances towards a common set of goals;
• Ability to support and advise non-specialist colleagues, communicate complex ideas clearly, facilitate learning and reflection activities.
• Ability to summarise and synthesise learning into plain written and verbal English and French and contribute to high quality publications.
• Qualitative and quantitative research design and analysis skills.
• Computer skills in statistical and GIS software and Microsoft Office and other statistical software (STATA, SPSS, E-views….)
• Previous LINKAGES experience is a plus.
