Job Summary:

As a member of the finance team, The Senior Finance Officer for Emergency will ensure that CRS and donors policies, rules and regulations are adhered to and compliance on grants/ projects financial management are applied in the emergency grants budget management in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. His (her) thorough and service-oriented approach will ensure that the financial managements consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Job Responsibilities:
• Working with Emergency coordinator, Heads of Programs, Emergency Project Managers, Head of Operations and other senior managers and support the Finance Manager in the preparation and submission of the Annual Program Plan, emergency budget proposals and the current year spending plan updates
• Review and understand the financial sections of all emergency agreements with donors to ensure financial terms are reasonable, practical, do not contradict CRS’ policies and procedures and are in CRS’ favor when possible. Proactively set up systems that enable CRS to respect the agreements’ financial terms and requirements, such as special reports, supporting documents and justification of cost.
• Monitor grant agreements to ensure spending is within obligated budgets and the approved project periods. Asses risk and alert the project managers to avoid deviation from the policy, rules and procedures occurring during the life of project
• Ensure the regular support to all the emergency team program and provide financial information regarding the emergency projects as soon as requested and assist them in their analysis
• Produce a reliable financial report within donor’s format, deadline and procedures for all the emergency projects
• Provide a regular and timely budget comparison reports, analyses and action plans that address significant variances between approved budgets and actual expenses.
• Build and strengthen the capacity of the emergency staffs in financial management. Plan and organize regular trainings and other capacity building initiatives to ensure that emergency staffs acquire and maintain the skills required to manage financial resources provided by CRS and other donors.
• Ensure that the emergency grants receivable and liability balances are analyzed and reconciled on a regular basis. Regular follow-up to ensure that cash due from donors is collected in accordance with CRS policies and donors’ terms and conditions.
• Oversee the ongoing financial management of emergency grants and related cost-shares through timely communication with program managers, to ensure budgets are not overspent or significantly under-spent.
• Lead the timely and complete closure of all expired emergency grants and cost shares.
• Ensure that all budget management tools are used effectively to enhance grants’ management.
• Ensure monitoring on the effectiveness of the internal control structures in place as to their ability to guarantee CRS and donors’ compliance with internal policies and the applicable regulations.
• Participate in financial operations systems analysis including: operations process, compliance procedures in place.
• Working directly with the Deputy Finance Manager in charge of Accounting for the data processing, HR management aspect of Finance, especially related to the Emergency staff.

Typical Background, Experience & Requirements:
Education and Experience

• Bachelor’s degree in accounting or finance and CPA
• Minimum of 5 years of work experience in managing USG grants and other donors
• Strong written and verbal communication skills.
• Excellent written and spoken Creole, French and English
• Good level and experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

• Observation, active listening and analysis skills with ability to make sound judgment
• Good relationship management skills and the ability to work closely with community members
• Attention to details, accuracy and timeliness in executing assigned responsibilities
• Proactive, results-oriented and service-oriented
• Willingness to work additional hours during critical periods Proven initiative and ability to work independently

Required/Desired Foreign Language
Fluent in French or Haitian Kreyol and English (written and spoken).

Travel Required (include percentage of required travel, if applicable)
Up to 60% nationally
