Introduction
This position, reporting to the National Director, is responsible for the transparent, effective and cost-efficiency of the procurement process to support the activities and programs of Habitat for Humanity Haiti.
Fonctions
* Supervise the following departments:
Procurement,Administration and Fleet/Warehouse.
* Create and maintain approved vendor list, ensuring that it is regularly
updated and reviewed based upon performance and background checks
utilizing Bringer Software
* Supervise and coordinate workflow for Procurement Assistant (as assigned)
* Monitor and ensure compliance with procurement and delegation of
authority
organizational policies and procedures
* Comply with specifications of materials and services being requested by
the requestor, ensuring that value for the money and quality of materials
is incorporated as part of the procurement process
* Maintain relationships with vendors, including meeting all deadlines and
undertaking transparent negotiations
* Recommend approval for vendor bids and organize the bidding process
* In conjunction with Director, Finance & Administration, develop
procurement
procedures aligned with HFHI policy
* Work closely with warehouse and programs staff to accurately schedule
procurement and storage
* Manage the customs and regulations process
* Ensure all Habitat Haiti policies are conformed to, especially the fraud
notification and ethics policy
Qualifications Requises
Bachelor's degree
Fluency in English and French languages; Creole preferred
Ability to operate effectively in highly changing and difficult environment
Ability to communicate with and influence senior mangement
3-5 years of experience with international sales and procurement, including experience with customs and import/export
1-2 years of supervisory experience
Experience working in an international organization, preferably in an NGO
Experience working in a developing country context.
Conditions de travail
Office setting. Travel up to 30% within Haiti. Some work locations may involve challenging or unusual conditions for traveling and/or accommodations. It may involve both concentrated and extended deployments in disaster recovery environment.
