The International Foundation for Electoral Systems (IFES) is currently seeking resumes from qualified Haitian candidates with previos experience in monitoring and evaluation of USAID funded projects for an anticipated five-year USAID/ Elections and Political Proceses project aiming to improve public confidence and participation in Haiti's electoral and political processes.
The Monitoring and Evaluation Officer will assist with the development of the project’s monitoring and evaluation plans, and articulate progress and results through analyses and report writing, in close collaboration with headquarters M&E staff.
Fonctions
Development of data collection tools for program activities, including activity logs, training surveys, pre/post tests for knowledge gain, attendance and sign-in sheets, etc.
Ongoing review of program M&E systems and protocols;
Routine collation and analysis of project performance data;
Provide M&E related technical assistance and training to project partners, as required;
Coordinate and oversee data collection processes of local partners;
Assist in the production of monitoring reports, based on project data;
Assist in the reporting of M&E data into donor specific systems and databases;
Other relevant duties, as assigned by his/her supervisor.
Qualifications Requises
The successful candidate will possess:
Bachelor’s degree required with background in social science/
research methodology
Three to five years of previous monitoring and evaluation experience
Fluency in Creole, French and English, preferred
Proven experience designing and implementing program evaluations
Computer Literacy (Wordsprocessing, Spreadsheets and Internet)
Proven experience with USAID data collection tools
Knowledge of USAID data quality requirements
Knowledge of program design and development
Knowledge of database design and use (preferred)
Further desired qualifications are:
a familiarity with NGO development and training assistance and
experience with donor funded programs
